Position Objective

The Compliance Manager, reporting to the Head of the Office of Risk Management & Compliance, will lead in the further development, implementation and maintenance of the compliance risk framework and utilize technology and enterprise risk reporting approach to ensure adherence of the framework and to provide the Board and management team with the information needed to set strategy. The incumbent will be expected to lead a team of compliance professionals and promote knowledge sharing and collaboration across the organization.

Purpose

  • Ensure that policies, guidelines, tools related to the compliance risk framework are maintained and evolved to meet GCF’s needs over time
  • Create and maintain effective and comprehensive reporting for the Board committees and management team pertaining to enterprise-wide compliance risk factors, including identifying and developing metrics and dashboards
  • Expand the involvement of the Compliance function in assessing compliance risks of the Fund
  • Innovate the compliance risk management process through utilization of KYC and screening services
  • Motivate the Compliance team members to excel in their individual specializations while ensuring coherence and teamwork.

Engagement

  • Lead and manage all aspects of enforcing the compliance risk framework, which includes performing an enterprise-wide compliance risk assessment to identify, measure, monitor and mitigate compliance risks in the operations of the Fund
  • Advocate for a strong compliance learning and sharing culture; and position the compliance team to be more value-adding during the project cycle approach
  • Advise Board members and committees and internal stakeholders on compliance matters
  • Nurture collaboration within the Compliance team, with other units of the ORMC, with other divisions/offices of the Fund and with the Fund’s partners;
  • Resolve conflicts and optimize the ability of the Compliance team to perform the due diligence function of the team.

Required experience and qualifications*

  • Master’s Degree or higher in Law, Business Administration, Accounting, Auditing, or other related discipline required;
  • A minimum of eleven (11) years of relevant professional experience demonstrating progression of responsibilities of which a minimum of five (5) years should be in managing a team of compliance specialists preferably in an international organisation;
  • Excellent people management skills with ability to lead and manage performance of a highly specialised team;
  • International and fast-paced organization experience is preferred;
  • Certification in International Compliance Association (ICA), Association of Certified Anti-Money Laundering Specialists (ACAMS), or similar professional certification such as Certified Fraud Examiner (CFE) is highly desirable; professional qualification as a lawyer or equivalent would be an advantage;
  • Proven experience with “Know-Your-Customer,” AML/CFT, anti-corruption and anti-fraud best-practices.
  • Experience in dealing with matters related to the prevention and protection from sexual exploitation, sexual; abuse, and sexual harassment is an advantage;
  • Fluency in English is essential and working knowledge of another UN language is an advantage.
