SUBJECT:   RECRUITMENT OF A CONSULTING FIRM FOR THE CONDUCT OF THE FEASIBILITY STUDY OF THE GAMBIAN DIGITAL LITERACY AND SKILLS DEVELOPMENT

The Education, Human Capital and Employment Division (AHHD.1) in Human Capital, Youth and Skills Development Department (AHHD) at the African Development Bank (AfDB) requires the services of a consulting firm to conduct a feasibility study of the Gambian Digital Literacy and Skills Development. The feasibility study will involve an assessment of the digital and skills development landscape of the Gambia with a view of proposing targeted interventions for the enhancement of digital literacy and skills development in the value chain thereby creating jobs especially for the youths and women.

The services to be provided by the consulting firm under this assignment include in areas but not limited to:

Assessment of Digital Literacy in the public workforce

  • Assess the digital literacy and make recommendations as to strategies and mechanisms to employ to ensure mandatory digital literacy for recruitment and progression in the workforce.

Assessment of Digital Literacy integration in the basic, secondary and TVET schools

  • Assess the digital literacy of the basic and secondary school students including teachers and make recommendations on how to integrate digital literacy in these schools for the students, teachers, and administrators.

Assessment of Digital Literacy Initiatives

  • To take stock of what is being done in digital literacy by various institutions, focusing on the past, present and planned initiatives.

Assessment of the diffusion of Digital Literacy in the rural areas

  • Assess the level of digital literacy among the rural dwellers, and assess constraints to digital literacy in the rural areas and make recommendations on mitigation measures  ;
  • Assess the roll out of demand-driven digital literacy programs for the rural youth population and make recommendations based on internationally recognized best practices ;
  • Recommend strategies/mechanisms to employ in order to address the deficiencies to ensure digital literacy of that segment of the society factoring both digital literacy and skills for job creation and employability plus the establishment of rural/regional smart centers.

Assessment of the Policy and Regulatory Framework

  • Assess existing or pass related policies, strategies and assess their effectiveness vis-a-vis the objectives set out in this consultancy/assignment ;
  • Assess existing regulatory frameworks and institutional framework and recommend best fitting institutional and model regulatory arrangements ;
  • Assess ICT Professionals expertise, retention, progressive training and renumeration packages and recommend solutions to any deficiencies including the establishment of an ICT Engineers Certification Body.

Assessment of Tertiary Institutions Competence

  • Identify Institutions rolling out Digital Literacy and what existing programs are available ;
  • Assess Standards of Digital Literacy taught / followed by these institutions ;
  • Assess Competence of lecturers / schools running these Digital Literacy programs ;
  • Identify challenges in the roll out of digital literacy programs and make recommendation to mitigating the challenges

Assessment of rolling out Digital Literacy – cost related

The consultant should furnish the report with the following costs:

  • Assess the Cost of training public servants and ensuring that each is trained and certified on latest standards ;
  • Assess the Cost for enhancing digital literacy and ICT programs in Institutions of learning ;
  • Assess the Cost to everyone to ensure Digital Literacy.

Assessment of Digital Skills Development

  • List those Advanced Digital Skills Training available in the country
  • Identify the most needed ADST courses / programs that would support the socio-economic development pillars of the country. These programs or courses should also take into consideration employability of the youths.
  • Identify, regionally and globally, ADST courses that are of high demand for online and offline jobs such as the AfDB Coding for Employment.
  • Identify, regionally and globally, ADST courses that would be of high demand soon.

Assessment of the Digital training landscape and its value chain

  • assess the available skills sets, skills shortages and skills gap including gender dimensions. Thereafter identify the skills level- lower, middle and higher-level cadre required in the digital and ICT space for the Gambia ;
  • provide some initial strategic focus areas for skills development in the sector and identify potential gaps that require to be filled to avoid over training in some areas and under training in other areas ;
  • provide information on available soft and hard skills required in the digital and ICT skills development ;
  • Forecast the potential business and job creation vis-à-vis skills sets proposed.

The estimated duration of the services is three months and expected to commence on 1 June

The African Development Bank, through the Education, Human Capital and Employment Division (AHHD.1) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bank’s Procurement Policy and Methodology for Bank Funded Operations of October 2015 which is available on the Bank’s website at http://www.afdb.org.
