  1. The African Development Bank (the AfDB or the Bank) hereby invites consulting firms to indicate their interest in the following Assignment : Results planning, monitoring and learning to enhance the quality of Bank’s operations ;
  1. The objectives of this assignment are : 
  • Support effective project design and monitoring by developing supporting toolkits to guide the implementation of the new results planning and monitoring approach ;
  • Support ongoing learning and accountability by producing knowledge products and training material.
  1. The expected deliverables of this assignment are :
  • Output 1: A report detailing the workplan of the assignment ;
  • Output 2: Supporting toolkits on results planning and monitoring with sound examples of theories of change for operations in key sectors ;
  • Output 3: Updated training course on results-based logical frameworks, theory of change and progress monitoring ;
  • Output 4: Knowledge products on quality throughout the project cycle (scope will be defined during the request for proposal stage.).
  1. The Operations Committee and Quality Assurance Department (SNOQ) and the Department for Delivery, Performance Management and Results (SNDR) invite consulting firms to indicate their interest in providing the above-described services. Interested eligible consulting firms or associations of consulting firms are requested to return their expression of interest before the deadline. The expression of interest should cover at the minimum the following information :
  • Qualification and experience in similar assignments (e.g. theory of change, results based logical framework and monitoring and evaluation domain). Experience in non-sovereign operations will be strong advantage ;
  • Experience with the Bank and other multilateral development banks or development agencies ;
  • Propose team members for the assignment, and their relevant experience from sector and monitoring and evaluation perspectives ;
  1. The shortlisting will be based on the above criteria. The expression of interest should not exceed 4 pages. Only shortlisted consulting firms will be invited to submit a more thorough proposal based on detailed terms of reference ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Please, note that interest expressed by a consulting firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The estimated duration of services is 5 months and the estimated starting date is October 15, 2020 ;
  1. Interested consulting firms may obtain further information at the address below during the Bank’s working hours: 09:00 to 17:00 hours, Abidjan Local Time ;
  1. Expressions of interest must be received at the address below no later than September 25, 2020 at 18:00 Abidjan local time and specifically mentioning2 results planning and monitoring ;
