REGIONAL DEVELOPMENT & REGIONAL INTEGRATION (RDRI)

Background :

The African Development Bank (AfDB) approved the Revised Framework for Country Strategy Paper (CSP) and Regional Integration Strategy Paper (RISP), which included the requirement for a Country Diagnostic Note (CDN) and Regional Diagnostic Notes (RDN) as a prerequisite analytical work to inform the CSP/RISP. The preparation of a comprehensive CDN/RDN in advance of the CSP/RISP is intended to significantly enhance the Bank’s understanding of a country’s development challenges and most pressing constraints and opportunities. It is also expected to provide a base of robust diagnostic/knowledge work on which to develop the CSP as a full strategic and programming instrument.

The CDN/RDN is meant to help the CSP/RISPs preparation process by providing rigorous analytical assessment of the country’s/region’s most pressing development challenges and opportunities, thereby providing a robust basis to prioritize Bank assistance within the context of the country’s national development plans, the Bank’s TYS and High Five priority areas. The CDNs/RDNs will be prepared upfront and are mainly intended to feed into the preparation of the CSPs/RISPs. It will also be important in guiding a forward-looking dialogue with the country authorities on areas that policy need to focus on to drive faster, inclusive, and sustainable growth.

Objective of the Assignment :

Against this background, the African Development Bank hereby invites individual Consultants to indicate their interest in the following assignment: Support Preparation of Regional Integration Analytical Notes and other Tasks in Support of the Regional Integration Workstream).

The services to be provided under this Assignment include :

  • Drafting the regional integration components for the following CDNs: Gambia, Mali, Uganda, Somalia, Rwanda, Eritrea, Ethiopia, Egypt, Mauritius, and Zambia) ;
  • For each CDN, analyze each country’s socioeconomic situation, to identify and diagnose the key development challenges that need to be addressed; analyze the country’s political, social and economic context for regional integration; assess the institutional framework for regional integration and trade development; the country’s performance in regional integration; challenges and opportunities for regional integration ;
  • Provide inputs for the mid-term reviews of the Bank’s regional integration strategies and any other tasks in support of the regional integration workstream ;
  • The Bank invites individual Consultant to indicate their interest in providing the above-described services. Interested eligible Consultants shall provide information on their qualification and experience demonstrating their ability to perform the services (documentation, references for similar services, experience in similar Assignments, availability of qualified staff, etc.) ;
  • The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedures for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include it in the shortlist ;
  • The estimated duration of services is 6 months and the estimated starting date is September 24, 2020 ;
  • Expressions of Interest must be received at the address below no later than Monday 10 of September, 2020 at 18:00 local time and specifically mentioning “Preparation of Regional Integration Analytical Notes and other Tasks in Support of the Regional Integration Workstream”.
