  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Manage the processing of all payments; Manage Swift and train Swift users, Assist in the  Implementation of the Bank Group’s KYC/AML and Sanctions screening systems, Manage the payment cards of the bank (travel, purchase and prepaid) ;
  1. The services to be provided under the Assignment include :
  • Manage the processing of all payments ;
  • Ensure that all Swift messages are generated for all payments on the SAP payment lists received from CHHR, FIFC, and FISR etc ;
  • Liaise with the Cash Management unit to ensure funds availability to meet administrative expenses ;
  • Instruct and monitor the cancellation of general ledger account posting for cancelled payments ;
  • Investigate rejected payments and follow up with FIFC or CHHR for regularization ;
  • Conduct ongoing review of exceptions of administrative payments and propose solutions for improvements in efficiency and controls ;
  • Manage Swift and train Swift users ;
  • Detect in Swift messages wrongly formatted and make the necessary correction ;
  • Maintain the Swift BIC code database ;
  • Conduct necessary tests to ensure database integrity during the migration of the Bank payment’s systems ;
  • Ensure that valid keys are implemented to allow the secure exchange of financial information with our correspondent banks ;
  • Respond in a timely manner to requests from counterparty banks ;
  • Maintain the SWIFT RMA and Telex bilateral Keys database ;
  • Propose a training program for Swift users, essentially on detecting reasons for rejection ;
  • Assist in the Implementation of the Bank Group’s KYC/AML and Sanctions screening systems ;
  • Liaise with IT for the implementation of the Bank Group’s KYC/AML system ;
  • Oversee the OFAC/KYC/AML request received from the correspondent ;
  • Liaise with IT for the implementation of the Bank Group’s sanctions screening system ;
  • Manage the required tests before going live ;
  • Maintain updated procedures manual ;
  • Manage the payment cards of the bank (travel, purchase and prepaid) ;
  • Assist on implementing and provide On-going Support of the Bank cards Program ;
  • Input request for prepaid cards in the third-party banks card system as per the lists of payments approved by the Manager FITR2 or the Supervisor ;
  • Generate applications for prepaid cards and verify their compliance with the list of payment approved ;
  • Monitor the use of Cards by cardholders in accordance with the Card Policy and its Manual ;
  • Follow up cases of disputed transactions on a cardholder’s statement with the Card Providers ;
  • Ensure the timeliness and the accuracy of reconciliation of Card transactions and their submission for processing to Financial Control Department ;
  • Work with Financial Control Department to identify and reconcile all outstanding transactions on a monthly basis.
  1. Essential specialized skills/competences :
  • He/she shall have at least a Bachelor’s degree in Finance or equivalent degree in Business Administration, Banking, Accounting, Finance or similar fields ;
  • The consultant shall be a professional of high repute, who has at least 20 years operational experience in Treasury Operations with :
  1. Strong knowledge on Swift payments, the messaging, relationship management, monitoring, etc ;
  2. Strong knowledge on KYC/AML and OFAC/FATCA regulations ;  
  3. Strong knowledge on international payments systems and correspondent banking operations ;
  4. Good knowledge on credit card management including fraud detection ;
  5. Strong judgmental/ analytical skills to resolve complex payment issues relating to fund transfers ;
  6. Excellent communication skills necessary to work effectively in close collaboration with finance control and HR staff, correspondent banks ;
  7. Proficiency in both English and French to participate in technical discussions with the Bank’s correspondents ;
  8. He/she should be fluent in English or French with working knowledge in one of them.
  9. The Treasury Operations Division invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  10. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for the recruitment of Consultants ;
  11. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  12. The estimated duration of services is Six months and the estimated starting date is 01 Août 2020 ;
  13. The consultant will be based in Abidjan, Côte d’Ivoire, for the duration of the consulting period ;

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
•   Level of education in general 20%
•   Educational level compared to the field of mission 20%
Years of experience in general 20%
Number of years of experience relevant to the mission 40%
