  1. The African Development Bank (AfDB) hereby invites Consulting Firms to indicate their interest in the following Assignment : Quality Management Services for SAP Transformation & Business Process Reengineering projects ;
  2. Objective of the assignment :

The Bank has identified five operational priorities (called the High 5s) to help accelerate the economic and social development of Africa. These five priorities (Light up and power Africa, Feed Africa, Industrialize Africa, Integrate Africa and Improve the quality of life for the people of Africa) drive the Bank’s vision for Africa and the direction in which it sees the continent going.

In order to execute these priorities in a more effective and efficient way, the Bank has strategically revised its business delivery model to decentralize its operations into Regional and Country offices. The key pillars of this new model are decentralization, a new organizational structure with more technical expertise, and a continued effort to become a Knowledge Bank. Surrounding all this is a strong strategic focus on operating performance, which involves simplifying and streamlining business processes and boosting client centricity.

In this context, Program WAKANDA (Working better, Accountability, Know-how, Accessibility, New, Decentralization, Accuracy) was initiated with the following strategic priorities :

  • Support of the decentralization process ;
  • Transformation of the Bank’s core system, SAP ECC6, to SAP S/4 Hana ;
  • Simplification and streamlining of Bank’s business processes, and implementation of reengineered processes ;
  • Enhancement of data management and reporting tools.

In this regard, the Bank is seeking the services of a Consulting firm (hereinafter called the “Consultant”), to provide Quality Management Services towards Program WAKANDA deliverables.

The main objective is to assess and ensure effective achievements for the various transformation initiatives covered by the Program.

More details about the services required under the assignment are provided in Annex 1.

  1. The Bank invites eligible firms to indicate their interest in providing these services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  3. The assignment duration will be based on the Consultant’s assessment of the requirements set out above but is not expected to exceed six (06) calendar months from the date of signing of the contract ;
  4. Interested Consulting Firms may obtain further information at the address below during office hours 09:00 to 17:00 hours, Abidjan Local Time ;

Program Name:        SAP TRANSFORMATION & BUSINESS PROCESS REENGINEERING QUALITY MANAGEMENT SERVICES

Summary Objective : This transformation program entails converting the SAP platform and enhancing its Business capabilities through reengineering and improvement of the Bank processes around the following domains: Operations, Budget & Work Program, Human Resources, Recruitment of Consultants, Travel Management. The quality management services requested in this document will include activities on post implementations and assurance quality on upcoming initiatives within the Program.

  1. BACKGROUND :

Program WAKANDA comprises three components :

Business Process Reengineering (BPR) :

In line with the objectives of its ongoing reforms, the Bank launched the Business Process Improvement and Reengineering Project (BPIR). The BPIR project is at the heart of the Development Business Delivery Model (DBDM) objective to: ‘Streamline Business Process to Promote Efficiency and Effectiveness’ of operations in a decentralized organizational framework. The BPIR project focuses on identifying opportunities and strategies to improve day-to-day operations and overall processes. In particular, the expected results include:

  • Greater and measurable efficiency ;
  • Increased business process capacity across the Bank’s HQ and Regional and Country Offices ;
  • Enablement of the “One Bank” approach for transformative outcomes and impact for Regional Member Countries; and

The processes included in the BPR project are :

  • Public Sector Operations (SO) o Non-sovereign operations (NSO) o Mission-Travel-Claims ;
  • o Recruitment of Consultants o HR recruitment ;
  • o  Work Program and Budget Synchronization

SAP Implementation :

The Bank’s Digital Strategy approved by the Board in 2017 recommended the transformation of the SAP platform to address the increasing business needs and solve the critical challenges faced with the old SAP platform.

The main challenges identified were :

  • The lack of innovation and functional limitations hindering achievement of business priorities ;
  • The high system customization resulting in limited agility ;
  • The non-performing operating model.

To address the challenges, the Digital Strategy recommended transforming the SAP platform in three phases namely :

  • Phase I – Foundation (includes the conversion to S/4Hana and selected new SAP modules) ;
  • Phase II – Business Improvement ;
  • Phase III – Business Excellence.

The foundation phase was completed in 2019, having achieved the following :

  • Converting ECC to S4/HANA (Core Enterprise Resource Planning software) ;
  • Migrating BW on Oracle to BW4 (Datawarehouse and Business Intelligence) ;
  • Deploying GRC (Governance & Risk Compliance) ;
  • Deploying Fiori/UX (User Experience) ;
  • Deploying BI (Business Intelligence) ;
  • Deploying FM (Fund Management) and BPC (Business Planning and Consolidation).

The phase I project scope and organization are detailed in the Appendix 1.

Phase II is under preparation and will address the objectives as presented in the Appendix 2. c. Change Management

Considering the impacts on people, organization and processes from both BPR and SAP Implementation components, the Program pays great attention to accompanying staff along the change journey. The change management effort aims to mobilize staff to achieve results by addressing change at the individual and organizational levels, focusing on targeted communications, mitigating resistance and other negative consequences, including costs and risks.

  1. ASSIGNMENT OBJECTIVES :

The Bank is seeking the services of a Consulting firm (hereinafter called the “Consultant”), to provide quality management services towards Program WAKANDA deliverables.

The main objective is to assess and ensure effective achievements for the various transformation initiatives covered by the Program.

  1. SCOPE OF SERVICES
  • Work Stream 1 : Post go live assessments and quality control on SAP Implementation projects: S/4Hana conversion, BW4Hana migration, GRC, FM-BCS & BPC ;
  • Work Stream 2 : Quality management services from applicable standards, such as PMBoK (Quality Planning; Perform Quality Assurance; and Control Quality) on Business Process Reengineering implementation ;
  • Work Stream 3 : Quality management services from applicable standards, such as PMBoK (Quality Planning; Perform Quality Assurance; and Control Quality) on the on-going SAP Implementation projects (SAP Implementation phase II, Data Management, Success Factor…).
  1. DELIVERABLES :

The firm is requested to provide a list of deliverables that addresses or aligns with the strategic objective and expectations for each Work Stream in Section 3 based on the methodology to be used. Deliverables and methodologies should be described as precise as possible to demonstrate a good understanding of the present request for proposals.

  1. DURATION & TIMELINE :

The assignment duration will be based on the Consultant’s assessment of the requirements set out above but is not expected to exceed six (06) calendar months from the date of signing of the contract.

  1. LOCATION :

The work will be carried in the Bank’s headquarters in Abidjan, Cote d’Ivoire or from remote locations when required.

  1. REPORTING :

The consultant (s) will provide daily/weekly update to Program WAKANDA Management Team about progress made and any issues that may arise during the assignment and that need quick resolution.

A formal monthly summary should be provided for distribution to the Steering Committee.

  1. SELECTION CRITERIA AND CONSULTANT’S PROFILE :
  • The firm should demonstrate experiences and competencies in quality management services. Competencies must include :
    • Experience in formulating quality assurance plan and controlling quality ;
    • Experience in assessing business process reengineering implementation ;
  • Experience in SAP S/4Hana implementation ;
  • Experience of producing recommendations in complex projects governance ;
  • Experience of a standard methodology to implement quality management;(defining applicable performance measurement tools to report delivery and outcome results ;
  • Ability to translate complex IT implications and recommendations into consumable business language aiding decision-making by senior management stakeholders with little or no technical understanding ;
  • The firm must provide proof of successful delivery of the services listed in this Terms of reference in at least three (03) public or international institutions with a scope of activities like the Bank ;
  • The experts proposed by the firm should have the following skills ;
  • Hands on experience in quality management services ;
  • Relevant experience in conducting similar assignments ;
  • Good presentation skills ;
  • Good English/French proficiency ;
  • The Firm should not have been involved in the production or programming of the Bank involved systems either directly or through a third party who worked with the Bank in establishing those involved systems.

APPENDIX 1: SAP IMPLEMENTATION PHASE I :

TRANSFORMATION ROADMAP & OBJECTIVES OF THE SAP RANSFORMATION PHASE I :

The SAP transformation phase I was a foundational step towards Business improvements and Excellence. It included the conversion from the ECC6 version to the latest S4/Hana together with new modules and reporting capabilities.

The project kicked-off in September 2018 with a Go Live in August 2019 for the conversion and all modules related and a second Go Live in December 2019 for the FM BCS (Funds Management and Budget & Control System).

The project was built around 3 components :

  • Conversion from ECC to S/4Hana ;
  • Migration of BW from BW/Oracle to BW/Hana ;
  • Additional features.

NB : the RE (Real Estate) module was finally de-scoped from the project.

APPENDIX 2: SAP IMPLEMENTATION PHASE II :

OBJECTIVES OF THE SAP TRANSFORMATION PHASE II :

SAP Transformation Phase II relates to the functional improvements of the SAP roadmap as defined in the Bank’s IT strategy from 2017. It will deliver functional improvements for the SAP platform primarily in the domains of Loans and Project Management.

PHASE II SCOPE :

The scope of SAP Phase II includes primarily developing an integrated IT platform to manage operations from pipeline development to results monitoring and project completion. The implementation approach is to take advantage of SAP innovations and overhaul the system with a view to adopt the standard and reduce customization.

The implementation approach includes :

  • Introducing new SAP components (Project Portfolio Management (PPM), Cloud Platform, Fieldglass (with DocuSign) ;
  • Activating existing unused SAP components (Customer Services (CS), Sales & Distribution (SD), Customer Management ;
  • Reducing custom developments on SAP components currently in use (PS, CML) to leverage the latest technologies available in S/4.

The below principles are expected to drive the implemented solution :

  • Address the Bank’s high level of customization to bring AfDB SAP solutions close to SAP standard as possible ;
  • Keep the core CML unchanged; as there is no value in changing it ;
  • Keep the Standard PS structures; as they are being used correctly ;
  • Replace PS Enhancements with Standard Objects; to address the non-functional gaps ;
  • Keep Core Functional Processes; to reduce Organizational Change ;
  • Componentize the existing Solution; to increase business agility and lay the foundation for business transformation ;
  • Implement best-practice SAP operating model.

DURATION & TIMELINE :

The duration of Phase II is not expected to exceed eighteen (18) calendar months from the kick-off date.
