REQUEST FOR EXPRESSIONS OF INTEREST

 

  1. The Independent Development Evaluation function (IDEV) of the African Development Bank Group (AfDB or the Bank) hereby invites Consulting Firms to indicate their interest in the following assignment: Consultancy services for Rwanda and Uganda Country Strategy and Program Evaluation (CSPE), henceforth “the assignment.” ;
  1. The assignment will assess and report on the following :
  • The relevance, effectiveness, sustainability and the development results of Bank strategy, programs and projects; and
  • The design and delivery of Bank projects/programs, as well as efficiency, innovations, coordination and management for results.
  1. The period under review is 2012-2021 for Rwanda CSPE and 2011-2021 for Uganda CSPE. The evaluations cover two strategy cycles for each country. The Bank’s portfolio in both countries comprises operations in the public and private sectors. The Bank has operations in a range of sectors, including agriculture, energy, water and sanitation, social development, governance, road transport, and finance. The portfolio also includes technical assistance, studies and knowledge works. The portfolio has more than 35 projects in each country ;
  2. The CSPE for the two countries will be done independently and require separate reporting. The consultant will assign different team leader for each country ;
  3. The services to be provided under the assignment will include the following :
  1. Inception Reports : The consultant will produce Inception Reports which outline evaluation objectives, questions, scope and methodological approaches. It will include review of background documents and identify available data, assess data quality, highlight evidence gaps and finalize the evaluation matrix. During the inception phase of the evaluation, the Consultant will be required to finalize the methodology, approach and detailed work plan for the entire exercise ;
  2. Data collection and analysis : The consultant will implement the Inception Report by undertaking data collection and analysis which will include collection of primary data to complement the review of project documents and available self-evaluation evidence and other secondary data and fill identified data gaps. Subsequently, all available data will be triangulated against the approved evaluation matrix to identify evaluation findings and conclusions. Data collection will involve virtual as well as field-based study based on the COVID-19 situation in each country ;
  3. Reporting : For each evaluation, the consultant will produce a technical report which include sectoral analyses and containing all findings and conclusions, supporting evidence and appropriate explanation of methods used. In addition, the technical report should include recommendations for the design of new country strategy.
  1. IDEV invites Consulting Firms to express their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.) ;
  1. The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The duration of services is approximately 7 (seven) months and the expected starting date is November 2020 ;
  2. Interested Consulting Firms may obtain further information at the address below during the Bank’s working hours : 9:00 hrs. to 17:00 hrs ;
  3. Expressions of interest must be received at the address below (either electronically by email or hard copy by post) no later than 28 October 2020 at 18:00 hrs. Abidjan time and specifically mentioning “Rwanda and Uganda Country Strategy and Program Evaluations.”
