  1. The African Development Bank (AfDB) hereby invites Consulting Firms to indicate their interest in the following Assignment: Implementation of Drupal as a Service Platform & Web Content Management Hub.
  1. CONTEX & PROJECT OBJECTIVES

Since 2017, the African Development Bank made significant investment and progress in developing web applications and websites using a Drupal Content Management System (CMS) to support the institution internal and external communication and increase its online presence. Through a strategic partnership between the IT department and the Communication department and with the help of external parties, the corporate website, the Intranet and other websites and applications were developed to meet the requirements of providing the Bank with modern communication tools, the Bank’s intranet and extranet.

During the Covid19 crisis, the lockdown enforced in African countries and later based on the decision to go for hybrid work in the Bank, more websites and applications were developed for the purpose of business continuity. Currently, all these applications are actively used across the Bank, by its partners and other institutions for information sharing and collaboration.

In the context of maintaining the ballpark of applications by keeping all systems secured and up to date, archiving old content while allowing them to be accessible through a search engine, controlling redundancies across all applications and websites; therefore, implementing new projects with fast delivery. It is worth noticing that resources allocated to support this proliferation websites and its ecosystem remain inefficient and not realistic.

The Bank has an urgent need to develop a Content Hub (CH) and Drupal as a Service systems (DaaS) to consolidate all the websites and distributing all their content across all web applications ecosystem becomes a must for the Bank to improve web application security, development and maintenance, quality assurance and efficient process that support digital communication.

The assignment covers the following scenarios:

  • Analysis and categorization of web applications: perform an analysis of each developed website and application in order to come up with a classification to be use on the WaaS.
  • Web Design guidelines (WDG) document: provide a detailed document with materials and sample codes to be used by developers and designers to build future applications and websites that follows the standards.
  • Implementation of the DaaS: the objective is to provide the Bank with a system that will automate the development of websites based on Drupal (Drupal as a Service – DaaS) and to significantly increase the delivery of new projects.
  • Implement the Content Hub: the objective is to develop a system that will hold website content and distribute them across website ensuring that updates are reflected in all occurences of that content.
  • Moving existing websites into the DaaS: develop new websites based on the (WDG) and automate the backup and restoration of existing websites including their content.
  • Training and Support: deepening the level of Drupal knowledge and skills of IT teams to support the maintenance and the development of new functionalities on both above platforms.
  1. The Bank’s Corporate Information and Technology Services (TCIS) invites suitably qualified and experienced IT Consulting Firms to indicate their interest in providing the above-mentioned services. Interested eligible Consulting Firms or associations of Consulting Firms shall, in no more than 15 pages, provide information on their qualifications and experience, demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.). Please note that the 15 pages must include all attachments.
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedures for Recruitment of Corporate Consultants. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
  3. The implementation timeline will be over a period of twelve (12) months. The tentative start date is 02 May 2023.
  4. The work will be carried remotely.
