Transport Industry Specialist

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest to work as Transport Industry Specialist in the Complex in charge of Private Sector, Infrastructure and Industrialization.
  1. The PIVP Complex leads the implementation of the Bank’s Transport programme both in the public and the private sector. Transport investments represent more than 60% of the Bank’s portfolio and is a priority sector for both national development and cross border trade activities. Transport infrastructure is even more critical with the implementation of the African Continental Free Trade Agreement. Access to good and quality national and cross border roads are needed to move goods from productions centers to distribution and consumption zones. One of the economic impacts of Covid-19, is the limited fiscal space afforded countries — further reducing the already limited investable resources. This means, there is need to mobilise more private investments or develop more Public Private Partnership (PPP) infrastructure projects to drive investment. It is in this perspective that the Bank is recruiting a Transport Industry Specialist to work with the Bank’s team on further drive the Bank’s work in this space. The Consultant will work closely with the Bank’s Private Sector Transport teams (both origination and portfolio) to provide overall technical and strategic advice and input into pipeline and project development.
  1. The consultant is expected to perform the following tasks:
  • Provide strategic industry insights and technical support as an Industry Specialist to the Director Infrastructure and Urban Development at key stages in the project cycle of Transport Projects.
  • Advise as an Industry Specialist the Private Sector Infrastructure team on Transport projects focusing on transport projects market viability, technical robustness, risk / mitigation and AfDB industry value add.
  • Work closely with the Transport business/product line in the Transport teams (Sector and Region) providing insight on Private Sector Transport and Logistics projects for both medium- and long-term transport business development.
  • Nurture and maintain excellence by providing knowledge base input drawing from successful PPP Projects in the Transport Sector.
  • Promote Transport Industry Knowledge as an Industry Specialist within the ecosystem by giving training seminars to AfDB staff.
  1. The assignment is expected to start in September 2021 for a period of six (6) months.
  1. The PIVP Complex invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Selection of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The estimated duration of services is six (6) months and the estimated starting date is 1st September 2021.

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three individual consultants will be established at the end the request of expressions of interest. The consultants to be shortlisted will be assessed based on the following criteria in line with details provided in their updated resume.
