  1. Background

The African Development Bank is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. It has 54 member states from Africa and 26 non-regional shareholders from Asia, Europe, and the Americas. It cooperates with a large network of international development partners and has a very good standing with the capital markets.

The compendium of Statistics on Bank Group Operations is an annual publication of the African Development Bank Group, presenting data on operational activities of the Bank Group. Part One gives cross-country statistics on Bank operations and Part Two provides country-specific information on each regional member country of the Bank.

The Bank Group Annual Report: An Annual Report which documents the activities of the ADB Group in a given year, is one of the flagship publications of the Bank, and it is a required statutory obligation to present it at the Annual Meetings each year. The 2020 Annual Report is one of the principal documents that would be made available to Governors and other participants at the Annual Meetings in May 2021.

Preparation and dissemination of the Compendium and the Bank Group Annual Report: Each year, between November of the current year and April of the following year, a team of staff works to produce the Bank Group Annual Report and the compendium.

It is against the above background that the Bank wishes to engage the services of consultants who will be working directly with the ECST in carrying out specific designated tasks associated with the preparation of the 2021 Annual Report and the 2022 Compendium of Statistics.

  1. Objectives of the Assignment

The consultant’s work would involve, among other tasks, preparation of the 2022 compendium, the production of the operation database and the contribution of ECST to the Bank Group annual report regarding operation statistics.

  1. Main Activities and Deliverables

The proposed consultant will support ECST to process the draft and finalization of the 2021 Bank Group Annual Report. In addition he/she will perform the following duties:

  • Researching and drafting assigned sections of the Annual Report.
  • Assisting in coordinating inputs from various organizational units of the Bank, analyzing and consolidating them into the required sections and chapters as well as drafting and revising selected chapters, sections, and text boxes of the Report.
  • Analyzing data and undertaking statistical analysis on all the financial and other data inputs.
  • Checking for errors and notification of any further corrections i.e. syntax and grammar and fine-tuning sentence construction.
  • Contribute to the preparation of the 2022 Compendium of statistics by collecting data on projects and programs financed by the Bank; update the operation data base
  • Finalize the operation data base and update every month the operation portal of the Bank
  1. The Statistics Department (ECST) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Recruitment of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  3. The estimated duration of services is Five Months (5) and the estimated starting date is 1st December 2021.

ESTABLISHMENT OF THE SHORT LIST

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

General qualifications and suitability for the tasks to be performed 30%
Experience in the specific assignment and issues described in the TORs 50%
Experience with international donor agencies 10%
Knowledge of the region 5%

IV         GENERAL QUALIFICATIONS AND SUITABILITY FOR THE TASK

  • At least a Master’s/post graduate degree in a development field;
  • Minimum of 15 years relevant professional experience;
  • Competence in the use of standard software and statistical/econometric packages used in the Bank (Microsoft Office packages, knowledge of SAP an advantage);
  • Ability to communicate effectively in English, with a good working knowledge of French;
  • Ability to write reports and complete tasks on a timely basis;
  • Excellent interpersonal and coordination skills in liaising with colleagues;
  • Ability to work in both a team environment and, in specific areas, with a considerable degree of independence;
  • Experience with the international donor community and corresponding donor agencies and institutions;
  • Experience of working in a developing country environment, preferably in Africa, desirable.

The consultant will be recruited for a period of five months (05 months).
