Terms of Reference

Consultancy to provide policy and operational support to the front office of the Regional Integration Office.

  1. Background

The Bank:

The African Development Bank Group (the Bank) is the premier pan-African development institution promoting economic growth and social progress across the continent. To ensure greater developmental impacts and accelerate the implementation of its Ten-Year Strategy (2013 – 2022), the Bank’s operational focus has been placed on the High Fives: Power Africa, Feed Africa, Industrialize Africa, Integrate Africa, and Improve the Quality of life of Africans.

The Complex:

The Regional Development, Integration and Business Delivery Complex (RDVP) is responsible for operational relevance, efficiency and effectiveness of the Bank Group’s operational programs and activities. It oversees all aspects of the regional directorates and operates across all regional member countries.

Hiring Department:

Located in the RDVP Complex, the Regional Integration Coordination Office (RDRI) is the custodian of Integrate Africa. RDRI is responsible for planning, coordinating, allocating resources, and monitoring the efficient implementation of the Bank’s regional integration agenda.

The department leads Bank efforts to mobilize investments for the implementation of Agenda 2063, the operationalization of the Africa Continental Free Trade Area (AfCFTA) and the execution of the Programme for Infrastructure Development in Africa (PIDA).

Within the Bank, RDRI is responsible for mainstreaming regional integration into Bank operations, processes, and programmatic instruments such as the country strategy papers. The department manages the regional operations envelope; a multi-billion-dollar set-aside of the African Development Fund (ADF) for regional operations in low-income countries.

RDRI also pioneers the design of regional integration knowledge products and coordinates the dialogue and partnerships with the African Union (AU), the Regional Economic Communities (RECs) and development partners operating in the regional integration space.

  1. Scope of Assignment

Working under the direct supervison of the Director RDRI, the Consultant will provide policy and operational support to the front office of RDRI, with specific emphasis on the management of the regional operations envelope. She/He will be expected to:

  • Support all aspects of the management of the regional operations envelope;
  • Actively contribute to the functioning of the regional operations secretariat, including the management of call for proposals and the finalization of prioritization reports;
  • Carry out research and produce analytical papers on regional integration; 
  • Monitor global trends in regional integration, produce and maintain a database of policy briefs and analytical papers on Africa’s Regional Economic Communities and the Africa Continental Free Trade;
  • Support the front office in the quality assurance and compliance review of memos, briefing notes, talking points, and presentations requested by senior management; 
  • Develop systems and approaches to monitor the strategic and operational performance of Integrate Africa. 
  • Reporting:

The position will report directly to the Director RDRI.

  1. Duration:

The Consultancy service shall commence on October 18, 2021 for a period of six (6) months ending March 18, 2022.

Location:

Home based. Subject to change when staff return to the office.

  1. Qualifications:
  • Post Graduate Degree in Economics, Public Policy, International Relations, Development Studies or other relevant discipline;
  • At least 5 years’ experience in policy analysis, strategy, research or related fields. Specialized knowledge of regional integration and familiarity with the workings of Multilateral Development Banks (MDBs) woud be an asset;
  • Excellent analytical and report writing skills. The ability to write concisely, eliminate redundancies and use clear and straightforward language is highly desirable;
  • Strong presentation skills (especially PowerPoint) and ability to design compelling visuals and dashboards;
  • Competency in the use of Bank standard software applications (Word, Excel, Access and PowerPoint);
  • Proficiency in English and/or French. A working knowledge of the other language is an added advantage; and
  • Ability to work in an interdisciplinary environment and deliver quality work within tight deadlines.

VII. Evaluation of Offers and Performance

Individual Consultants are invited to indicate their interest in providing the above-described services.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Selection of Corporate Consultants. Interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

Interested consultants should provide information on their qualifications and experience demonstrating their ability to undertake the assignment (CV, reference to similar services, experience in similar assignments, etc.).

Shortlisted consultants will be required to go through a written assignment. The consultants on the shortlist will be judged on the following criteria based on their updated resume.

Only consultants scoring a mark of 75 points or more will be considered for the assignment. All consultants will be ranked and the first on the list will be selected for the assignment if his/her fee rate is within the budget.

VIII.    Fees & Payments

The applicant should submit their financial proposal consisting of their professional fees. The consultant shall meet the cost of any insurance and medical examination, or treatment required by him/her in the course of performing the Services.
