Objectives

To fulfill its mission of assistance to victims of conflicts, epidemics, or natural disasters, MSF-WaCA has set up an emergency unit, based in Abidjan, supporting the different programs.

Considering its strategic and operational ambitions, as well as its portfolio, MSF WaCA is setting up two separate teams dedicated to needs assessment, opening and running of emergency projects/missions.

The selected candidate is expected to work in all contexts set by the Emergency Unit and have the flexibility to work in different positions depending on his/her profile (Project or Mission level)

It can be as well requested to support as well regular projects if needed (gap-filling) according to the needs.

Main responsibilities

  • Security Management
  • Preparation and implementation of exploratory missions. Define the initial strategy
  • implementation (or review) of the operational strategy when context and/or needs evolve. Coordinate the operations in collaboration with project and HQ
  • Networking (internal and external to MSF)
  • Coordination and supervision of staff. capacity building
  • Responsible of material and financial resources.
  • Reporting of the interventions
  • Coordination with the regular mission depending on the context
  • Based on the needs, can be deployed as an Emergency Project Coordinator, gap-fil Head of Mission or Project coordinator on a regular mission/project, work on specific dossier in HQ.

Duty Station

All countries where WaCA operates or wants to operate.

On-call, the Emergency Coordinator is available within 48 hours for short-terms interventions. He/she is part of a core team of medical, operational, and support staff responsible for responding to:

  • Epidemic outbreaks;
  • Nutritional crises;
  • Displaced populations and/or refugees’ camps;
  • Conflict contexts;
  • Natural disasters;
  • Exploratory missions;
  • Short gaps filling in the field or support on regular missions;
  • Assistance to Emergency Unit for specific dossiers at HQ.

Job requirements

Education

  • University degree, relevant to the position.

Competencies

  • Expertise in analyses of unstable contexts / crise situation;
  • Capacity to quickly evaluate a situation and propose an appropriate strategy of intervention;
  • Deep knowledge of MSF in emergency management;

Professional experience required

  • 2 years of experience with MSF in a coordination role (including 1 year as Head of Mission) and at least one mission in an emergency context with MSF.
  • OR; 2 years of experience with another International NGO, in an emergency contexts, as Head of Mission with at least one emergency mission with MSF.
  • Medical / Paramedical background ideally.

Languages Skills

  • Working proficiency in English and French.

Computer Skills

  • MS Office suite (mainly MS Word, Excel and Powerpoint).
