  1. Title of the assignment: Medium-Term Consultants to support the implementation of IDEV.2 Division’s work program.
  1. Brief description of the Assignment: The assignment is expected to include the following

activities: Undertaking components/activities of IDEV.2 Division’s work program, which includes thematic, sector, corporate, country evaluations and impact evaluation. This will require literature and documentation review, data collection, econometrics analysis, evaluation report writing and presentation, technical peer review of evaluation outputs, dissemination and outreach, etc. The assignment will also include activities to enhance evaluation culture in the Bank, and the effectiveness and efficiency of the Bank’s evaluation function.

12.Terms of Reference for Medium-Term Consultants to support implementation of IDEV.2 Division’s Work Program

  1. Introduction

The Independent Development Evaluation function (IDEV) of the African Development Bank (AfDB) requires the services of three (03) medium-term consultants who are familiar with evaluation/research methods and development issues in Africa to support the implementation of IDEV.2 work program. The IDEV.2 Division is primarily responsible for evaluations related to country programs and strategies, institutional processes and reforms, as well as interventions related to governance and two of the Bank’s Top priorities “Feed Africa” and “Improve the quality of life of African people”. The consultants will be involved in the design, conduct and reporting of a number of evaluations in collaboration with and under the guidance of IDEV Task Managers. The key objectives, tasks, management, qualifications and other aspects of the assignment are presented below.

  1. Assignment Objectives and Tasks

The objective of the assignment is to support the implementation of IDEV.2 work program including corporate and country strategy and program evaluations.

The main tasks comprise the following:

  • Collect and manage data from multiple sources including documentary and primary sources;
  • Perform qualitative and quantitative research evaluation methods;
  • Triangulate information and analyze data using different methods (qualitative, quantitative, etc.);
  • Engage with various stakeholders including the Bank’s operational staff at the Bank’s Headquarters, country teams, government officials and other beneficiaries of Bank’s interventions in regional member countries (RMCs);
  • Lead component report and contribute to the evaluation report drafting;
  • Follow the review process and contribute to the evaluation quality management;
  • Participate in meetings and report;
  • Contribute to the capture of learning from evaluation and participate in knowledge sharing and dissemination activities; and
  • Perform any other tasks related to IDEV’s work program, as required.
  1. Management

The Consultants will work under the direct supervision of, and report to the designated Task Manager in IDEV2.

  1. Duration and location of the assignment

The assignment will start by end of June of 2021. The initial contracting period is six (06) months, with possibility of extension for another six months.

The consultant will be based in Abidjan, Cote d’Ivoire, at the Bank’s Headquarters, with possibility of mission outside the duty station.

  1. Qualifications and Experience Required

The consultant shall have the following qualifications and experience:

  • Holds at least a Masters’ degree in development evaluation, economics, statistics, public policy management, social science, Business administration or other international development related field.
  • Five (05) to seven (07) years of relevant work experience in designing and conducting evaluation and/or research studies.
  • Work experience and knowledge of development issues in Africa.
  • Knowledge of development evaluation and/or research methodologies, processes, practices, and standards (e.g., OECD-DAC evaluation standards and the Evaluation Cooperation Group Good Practice Standards)
  • Knowledge of quantitative and qualitative methods for data analysis.
  • Strong analytical skills.
  • Prior experience in development evaluation and knowledge of multilateral development Banks approaches;
  • Strong written and oral communication skills.
  • Fluency in one of the two official languages of the Bank (French and English) including written and verbal communication, and at least a working knowledge of the other language.
  • Proficiency in Microsoft applications including Word, Excel, PowerPoint, and Outlook. Experience using STATA, SPSS or other statistical packages is an advantage.
  1. Remuneration

The consultant shall be paid a total monthly lump sum, comprising fee, subsistence and other incidentals, for the duration of the assignment and commensurate with the number of years of work experience. The Bank will cover travel costs to take up duty, and if relevant any field mission costs as per its rules.

  1. Selection

The selection of shortlist will be based on an assessment of CVs using the following standard criteria:

  • General qualification and suitability for the assignment (30%)
  • Experience in development evaluation and work experience relevant to the assignment (50%)
  • Experience with international donor agencies 10%
  • Language capacity (5%)
  • Experience in African countries (5%)
