Expressions of interest are being requested for a Junior Consultant Position Brief description of the Assignment:

 

Under the general supervision of the Director, PIFD, the Junior Consultant will provide both logistical support and coordination to the Front Office team. In addition, s/he will be responsible for preparing regular analysis on the annual work programme, budget and pipeline requested from the department.

Detailed Terms of reference for the assignment :

  1. Assist the Director with the day to day management of the PIFD front Office, ensuring its smooth functioning by providing periodic reports / data on the annual work program, budget and portfolio;
  2. Collate and consolidate inputs from PIFD divisions and other sources on specific matters as requested by the Director ;
  3. Undertake Financial Sector analysis and research to support preparation of briefs, technical notes, presentations etc. for Senior Management ;
  4. Support PIFD Front Office team ;
  5. Any other duties as may be assigned by the Director, PIFD.

Terms of Reference for Junior Consultant – Financial Sector Development Department

  1. BACKGROUND :

The primary role of the Financial Sector Development (PIFD) Department is to help the Regional Member Countries (RMCs) increase the reach, depth, and breadth of their financial systems, while safeguarding financial stability. The Department has four long-term objectives: (i) development of a vibrant private sector through an inclusive access by households and enterprises to financial services; (ii) strengthening markets participants; (iii) developing efficient capital markets, and (iv) deepening regional financial integration.

Paired with other Industrialization, infrastructure and Private Sector complex departments, the PIFD Department is responsible for implementing the Bank Group’s Financial Sector Development Policy and Strategy 2014–2019 (PIFD) towards vibrant, innovative, robust and competitive financial systems, both national and regional, and in both the public and private sector levels of RMCs. The demand for financial sector interventions in the Bank’s Regional Member Countries (RMC’s) are increasing, as are the expectations of tangible outcomes from the Bank’s operations in the financial sector.

  1. OBJECTIVE OF ASSIGNMENT :

PIFD requires the services of a Junior Consultant to provide both logistical support and coordination to the Directorate of the Financial Sector Development Department (PIFD). In addition, s/he will be responsible for preparing regular analysis requested from the department.

  1. SCOPE OF SERVICES :

The junior consultant’s primary responsibilities will be to perform the following tasks :

  1. Assist the Director with the day to day management of the PIFD front Office, ensuring its smooth functioning by providing periodic reports / data on the annual work program, budget and portfolio ;
  2. Collate and consolidate inputs from PIFD divisions and other sources on specific matters as requested by the Director ;
  3. Undertake Financial Sector analysis and research to support preparation of briefs, technical notes, presentations etc. for Senior Management ;
  4. Support PIFD Front Office team ;
  5. Any other duties as may be assigned by the Director, PIFD.
  1. REQUIRED QUALIFICATION AND EXPERIENCE
  • S/he should have at least a master’s degree in Finance, Accounting, Business Administration, or related fields with minimum of 2 years of relevant experience and maximum 5 years ;
  • S/he should be under 32 years of age ;
  • strong report writing skills and ability to work without close supervision ;
  • Excellent interpersonal and communication skills and demonstrated ability to communicate ideas effectively ;
  • Proven computer skills: Word, Excel, PowerPoint, etc.;
  • Very good verbal and written communication skills in English and/or French. A good working knowledge of the other language would be an added advantage.
  1. ACCOUNTABILITY & REPORTING :

The consultant will be housed in the PIFD Front Office and will report to Mr. Stefan Nalletamby, Director PIFD.

  1. DURATION AND PAYMENT :
  • Duration : The junior consultant will be employed for 6 months. The position will be based in Abidjan and the estimated starting date is September 7th, 2020 ;
  • Professional Fees and Reimbursable : The consultant will be paid a competitive monthly rate in accordance to Bank guidelines ;
  • Travel : All travel arrangements and payment shall be in accordance with the Bank’s Travel Policy (P.I 003/2000 as amended) ;
  • Payment : Payment shall be made in USD or Euros not later than 45 days on the basis of monthly invoices (and copies of receipt invoices) submitted by the consultant after the end of the month induplicate, but only after submission and acceptance of any/all associated deliverables ;
