REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT – INTERNATIONAL)

FOR THE RECRUITMENT OF A CLIMATE FINANCE SPECIALIST/PROJECT TEAM LEADER

 

 

The Climate Change and Green Growth Department (PECG)’s broad objectives focus on mainstreaming climate change and green growth into Bank’s High 5 priorities, mobilizing climate finance and leading the Bank-wide efforts to minimize and reverse the effects of climate change on the continent. The Department consists of two main divisions: (i) the Climate and Green Growth Division, and (ii) the Environment and Climate Finance Division, and also hosts the ClimDev Special Fund and the African Climate Change Fund.

The Africa Nationally Determined Contributions (NDC) Hub is a platform with 18 partner institutions that was created in 2018 to serve as a resource pool supporting African countries in the successful implementation of their climate strategies under the Paris Agreement. The Africa NDC Hub secretariat is hosted within PECG to provide technical assistance to the Bank’s regional member countries to support the development of their long-term low-carbon strategies and the revisions of their NDC commitments.

As part of a grant from the Africa Climate Change Fund (ACCF), the Bank will be implementing the project titled “The Africa NDC Hub: Supporting NDCs Implementation in Africa” to help Cameroon, Namibia, Sao Tome & Principe and Uganda to accelerate access to climate finance for the implementation of their NDCs to contribute to global efforts to combat climate change.

To support the implementation of the project outputs the Bank wishes to hire a Climate Finance Specialist/Project Team Leader to guide an interdisciplinary team of sector experts and work alongside the country teams to undertake the project design, which includes preparing project documents in line with different climate funds, feasibility studies, stakeholder consultations, environmental and social studies, climate screening, adaptation and gender analyses among others, with the following expected outputs :

  • Develop a Pipeline of bankable projects from the NDCs that will attract climate finance at scale ;
  • Support national institutional capacity strengthening ;
  • Monitoring and Evaluation.

An individual consultant will be recruited to perform this assignment and ensure that “The Africa NDC Hub: Supporting NDCs Implementation in Africa” project meet the standards of the Bank. The estimated duration of services is 12 months with possibility of one-year extension, and the estimated start date is August 1st, 2020.

The Climate Change and Green Growth Department of the African Development Bank invites International Consultants to indicate their interest in providing these services. Interested consultants must provide information demonstrating their qualification to perform the services based on relevant past/current experience, description of similar assignments and professional experience in similar conditions.
