TERMS OF REFERENCES

Power Systems Development Department (PESD)

  1. INTRODUCTION : 

The African Development Bank (the Bank or AfDB) established in 1964 is the leading development bank on the continent with a mission and objective to spur sustainable economic development and social progress in its Regional Member Countries (RMCs), thus contributing to poverty reduction. The Bank’s Triple-A rating across major rating agencies enables it to mobilize and allocate resources for investment in Africa while providing policy advice and technical assistance to support development efforts. To accelerate Africa’s transformation, the Bank has identified five operational priority areas. These five priorities are: (i) Light Up & Power Africa; (ii) Feed Africa; (iii) Industrialize Africa; (iv) Integrate Africa; and (v) Improve the quality of life for the people of Africa (collectively, the High 5s). The High 5s will help Africa achieve 90% of the United Nation’s Sustainable Development Goals and are intrinsically linked to the African Union’s Agenda 2063.

To Light Up and Power Africa; has been identified as a critical driver and engine for growth across the continent. Over the years, the Bank’s interventions in the power sector are aimed at improving connectivity and access to electricity in urban and rural areas and a goal of achieving universal access to energy in Africa.

Hydropower remains the main renewable resource in Africa with over 37 GW of installed capacity accounting for 15 per cent of the total electricity share in the region. This is predicted to increase to more than 23 per cent by 2040, following moves towards universal access and low-carbon energy transition.1 Africa has the 45% of the population with no access to power. Hydro power plays a critical role in development of energy sector globally, and investments in hydropower sector in Africa with many cross-border projects being anticipated. In 2019, 906 MW of hydropower capacity was put into operation across the continent2, however the funding pace is slow.

  1. OBJECTIVES :

The main objective would be to produce a background paper and the position paper (attached format) for hydro development in Africa, analyzing issues such as :

  • The role of hydropower in the electricity mix in Africa ;
  • Current and future state of large hydropower projects in Africa ;
  • An assessment of hydro power in the context of climate change ;
  • Identify the impact of dams, land flooding, energy production and climate change.

The background paper should inform the position paper on the role of Bank in hydro dam development.

  1. SCOPE :

The research and exploration will culminate into a paper showing the potential of large hydro power projects in Africa. Different development partners (donors) have done substantial work in this regard and the relevant reports should be highlighted. The consultant will be expected to share the results from the research.

Large hydro projects may contribute to the faster development of the continent. Analysis should be done to prove the hypothesis, including case examples, challenges and successes. It should also contain clear recommendations to be adopted and propose a position for the Bank.

The main objectives of the assignment are, but not limited to :

  1. Collect data on the current (global views) status of the large hydro globally and that of Africa from construction, operational, financing mechanisms ;
  2. Identify the advantages and disadvantages, benefits and risks of the above collected information ;
  3. Research, review and gather data and relevant information readily available, on the potential of hydro in Africa. Gather data forecasts on energy demand and climate change patterns in Africa up to 2063 ;
  4. Collect information on the role large hydro plays globally and the future role and positioning of the same. Identify the role it is expected to play in economy and that of the energy sector in development of the continent ;
  5. Collect information on the position of Multilateral Development Banks (MDBs) with respect to large hydro (analysis of their energy policies and operations) ;
  6. Review the role of all development partners have played into development of hydro and the expected current and continuous role ;
  7. Highlight the Strength, Weakness, Opportunities and Threats (SWOT) of large hydro’s in Africa considering the social-economic, technical, financial, and environmental factors ;
  8. Review the role of treaties and the role they play into development of hydro’s ;
  9. Identify the policies and incentives that support private sector participation and the legal and regulatory environment needed for large hydro projects to flourish.

Annex 1 is a proposed report outline

  1. DELIVERABLES & TIMEFRAME :
  • Timeframe Inception report 2 weeks after commencement day ;
  • Acceptable draft final reports expected two months after commencement day ;
  • Acceptable final reports expected in 3 months.

4.1  Deliverables : 

A well written background paper (15 page report) and a position paper with clear recommendations to senior management highlighting the opportunities, the challenges, the outlook and the role the Bank should play and why it is important for the Bank to play that role as outlined in the scope of work. The document should highlight the infographics with different scenarios (globally, specific countries, and continents) that highlights the role of hydro. In addition, a concept of SWOT of large hydro technologies at status quo and for the future in the African context should be included to provide an overview summary to the senior management. Finally, the operations and positions of similar multilateral development partners should be given.

Should include a list of references on previous work that has been and existing policies

  1. ADMINSTRATIVE ARRANGMENTS :

The AfDB project team will manage the assignment. A process of continuous consultation with the team is required.

In general, the individual will :

  • Work very closely with the AfDB project team and key project stakeholders at every stage of the assignment ;
  • Report to the team which will facilitate coordination with government departments and other project stakeholders as deemed necessary ;
  • Be responsible for alerting the team on all major issues pertinent to the successful execution of the assignment.

Internally, the consultant shall work closely with the project team for the assignment. Externally, under the guidance and supervision of PESD management, the consultant shall interact with partners and donors regionally and internationally, and others as required. The consultant is expected to collect all necessary secondary data information to assist with the assignment. The duration of the consultancy will be for three (3) months, will be full time and at home duty station with no travels required.

  1. REMUNERATION :

Remuneration shall be a lump-sum amount with two components: (i) Fees and (ii) Reimbursable. The following milestone schedule is set out for payments under the fixed-price contract and the consultant should adhere to these milestones in their proposals :

Submission of inception report 10%
Submission of accepted draft final report and position paper 60%
Submission of acceptable final report and position paper 30%

Deliverables completed as per this schedule will be approved by the AfDB Project Team after which invoices may be submitted for payment. Reimbursable will be paid upon proof of valid receipt of eligible expenditures.

  1. SKILLS REQUIRED :

Qualification : 

  • Either Master’s degree in economics, engineering or relevant degree with at least 5 years relevant experience ;
  • Or Bachelor’s degree in economics, engineering or any relevant degree with at least 10 years of relevant experience ;
  • Mastery of English communication skills, written and oral; ability to effectively communicate ;
  • Proven record of working with MDBs ;
  • Proven experience undertaking similar assignments ;
  • Excellent problem-solving skills and an ability to work within tight deadlines. A commitment to excellence in order to meet high quality standards expected internally and externally ;
  • Ability to work independently with no supervision ;
  • Ability and proven track record of research studies, and publishing.
  1. EVALUATION CRITERIA :

The Consultant will be selected in accordance with the African Development Bank’s Implementation Manual relating to the Procedures for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget of the Bank Group. The candidate shall be evaluated based on the following technical criteria :

  • General qualifications and adequacy for the proposed Assignment ;
  • Similar experience in the area of expertise of the Assignment ;
  • Experience with the Bank or other international donors ;
  • Language proficiency ;
  • Knowledge of the Region.

  1. CONDUCT OF THE CONSULTANT : 
  • The consultant shall at all times ;
  • Be expected to carry out the assignment with the highest level of professionalism and integrity and to conduct his duties in an open and transparent manner ;
  • Under no circumstance ;
  • Take any actions or be seen to be taking any actions, which may hinder or prevent the Bank from executing this assignment ;
  • Take any material decision pertinent to this assignment without the express permission and written consent of an authorized representative of the project team ;
  • Discuss or reveal any information regarding this assignment without the express written permission of an authorized representative of project team.
  1. ACCOUNTABILITIES AND RESPONSIBILITIES :

For contractual matters, the consultant shall work under the direct supervision of the AfDB staff who shall be responsible for the following :

  • Providing all necessary background documents, reports, guidelines, etc. available at the AfDB ;
  • Assisting in arranging formal/informal meetings at the AfDB and with external stakeholders ;
  • Arranging logistical support ;
  • Coordinate the review of the consultant’s deliverables.

The consultant shall exercise diligence in the execution of the assignment, competency and provide adequate time to enable to deliver on the assignment. In addition, the reporting requirements and schedule shall be respected.

  1. REFERENCE :

I hereby certify that the responses which I provided are all to the best of my knowledge, true, complete and accurate. I acknowledge that an inaccurate statement or essential omission in a personal declaration or another document required by the African Development Bank might result in the rejection of my application, termination of my Contract or any other administrative sanction by the Bank.
