TERMS OF REFERENCE FOR THE SERVICES OF A JUNIOR CONSULTANT

Coordination support on AfDB’s Creative Industries Workstream

Rationale :

In continued efforts to implement the Bank’s Ten Year Strategy (2013-2022), the High Fives (Feed Africa, Light up Africa, Integrate Africa, Industrialize Africa and Improve the Lives of African People) as well as the Gender Strategy, the Gender, Women and Civil Society Department, is seeking the recruitment of a junior consultant to support the Bank’s efforts to advance women’s economic empowerment (WEE) and entrepreneurship through innovative initiatives in high-growth sectors – such as the Cultural and Creative Industries – that leverage the potential of technology and strategic partnerships to complement the Bank’s existing sovereign and non-sovereign operations.

Background :

The AfDB is supporting innovative approaches to promote women’s economic empowerment, creating opportunities to participate in the various segments of the economy, from entrepreneurs to employees to board rooms.

The consultant will support existing initiatives that identify and incubate innovative approaches to support women and youth in nascent economic sectors that have the potential to create jobs and advance regional and global integration of African economies, such as the cultural and creative industries (CCIs).

The incumbent will support the Gender, Women and Civil Society Directorate (AHGC) in piloting proposals for the Bank’s engagement in high-growth sectors such as the CCIs and mainstream the agenda across the Bank’s public and private sector through close liaison with the various departments.

Objectives of the Assignment :

The overall objective of the assignment is to support the AfDB’s Gender, Women and Civil Society Department (AHGC) in coordinating and implementing all activities related to the Bank’s creative and cultural industries (CCIs)workstream.

The objectives of the assignment include to support the Gender Directorate to :

  1. Assist in the planning and execution of stakeholder engagement, consultation workshops and events ;
  2. Provide project management backstopping ;
  3. Support the identification of pilot innovative and technology-driven initiatives to enhance women’s economic empowerment and create jobs for youth in high-growth sectors, such as the cultural and creative industries ;
  4. Support internal and external awareness about the role of creative industries, develop networks and mobilize resources ;
  5. Undertake research on related donor initiatives and inclusive business activities by the private sector ;
  6. Prepare various written outputs, e.g. relevant project management related documents and reports, draft background papers, analysis, sections of reports and studies, issue debriefings, inputs to presentations, publications, press releases, blogs, etc. ;
  7. Provide support in data management and data analysis ;
  8. Any other tasks related to summit activities delegated by the task manager(s).

Reports / Progress Activities :

The junior consultant will submit a monthly report detailing the activities carried out and the status of each activity.

Qualifications :

  • Preferably a master’s degree or equivalent in Economics, Business, International Relations, or a related field ;
  • Less than 32 years age and be a citizen of a member country (regional or non-regional) of the AfDB ;
  • At least 2 years and a maximum of 4 years of relevant work experience in international organizations, preferably prior experience with the African Development Bank, other multilateral institutions, working, inter alia, to promote women’s empowerment and gender equality with a focus on innovation and incubation ;
  • Experience and knowledge of cultural and creative industries ;
  • Satisfactory organizational and planning proficiency including previous experiences in organizing important events and meetings preferably for multilateral or bilateral development organizations ;
  • Strong writing and communication skills, preferably in both English and French ;
  • Self-motivated with strong sense of initiative and, demonstrated ability to efficiently manage and perform multiple tasks ;
  • Prior experience in a multilateral bank an advantage ;
  • Good knowledge of the Bank’s standard software (Word, Excel, Access, PowerPoint and web tools) ;
  • Demonstrated ability to work well both independently and within a multicultural team ;
  • Capacity to prioritize and manage a diverse range of partners, projects and activities ;
  • Capacity to work under pressures of deadlines and in a multicultural setting.

Duration and Location of the Assignment :

The Junior Consultant will be based in AfDB offices in Abidjan, Côte d’Ivoire. The consultancy is expected to last six months starting from 20th October 2020 with possibility of renewal.

Remuneration :

The consultant will receive a monthly lump sum. No additional benefits or per diems will be paid. The consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel.

Administration/Reporting :

The Consultant will submit a monthly report detailing the activities carried out and the status of each activity. S/he will formally report to the identified task manager in the Gender and CSOs Directorate.
