REQUEST FOR EXPRESSION OF INTEREST (REOI)

AFRICAN DEVELOPMENT BANK

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Consultant in Communications and Knowledge Management for the African Adaptation Acceleration Program (AAAP), being implemented in partnership with the Global Centre on Adaptation (GCA). 
  1. The African Development Bank Group (AfDB) and the Global Centre on Adaptation (GCA) are jointly implementing a strategic partnership program, the African Adaptation Acceleration Program (AAAP), aimed at mobilizing $25 billion to scale up and accelerate climate change adaptation actions across Africa. The program has 4 flagships, namely, (i) Climate Smart Digital Technologies for Agriculture and Food Security (Climate Smart DigitAg); (ii) African Infrastructure Resilience Accelerator (AIRA); (iii) Youth Adapt: empowering youth for entrepreneurship and job creation in climate adaptation and resilience ; and (iv) Innovative Financial Initiatives for Africa (IFI).
  1. The Consultant will provide overall communication, knowledge management and media relations support to the AAAP program within AfDB and ensure coordination with AAAP counterparts in the GCA office for overall smooth delivery of the program. A detailed work program will be agreed on commencement of the assignment. The specific objectives of this consultancy include the following:
  • Communications Support
  • Development of a communications strategy for AAAP and ensuring media coverage of AAAP’s activities to enhance program visibility in coordination with the Department’s communication specialist and AfDB’s Communications and External Relations Department (PCER) in all matters requiring communication
  • Leading document and report development for AAAP including identification of success stories and other themes that can be used in communication campaigns, including developing annual report, OpEds, quality contents for graphics, artwork, business presentations, desktop and web-based publishing, ensuring efficient and fast processing of AAAP communication matters and products.
  • Knowledge Management Support
  • Assist in the development, implementation, monitoring, progress reporting and dissemination of KM programs for AAAP in accordance with the objectives and priorities laid out in the approved AAAP business and action plans; and ensure that lessons emerging from the four flagships are captured and disseminated in a timely manner
  • Development of content (text, graphics, multi-media etc) and simplification of results for AAAP reports, special issues, covers, brochures, newsletters and other custom publications for special events (e.g. posters, flyers, awards, and memorabilia)
  • Event Management
  • Coordination of key events, including, preparing invitations, relevant presentations & briefs; follow-up of speakers; preparing event materials; coordinating the technology aspects; and audience engagement
  1. The Climate Change and Green Growth Department (PECG) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Individual Consultants must provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for Corporate Consultants Recruitment. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
  1. The estimated duration of services is 6 months with possibility of renewal subject to good performance and the estimated starting date is 1 July 2021. The assignment will commence, initially, virtually, and when normalcy resumes in operations it will be based in AfDB Head Office in Abidjan, Cote D’Ivoire.

  1. The consultancy is a monthly lumpsum contract based on the Bank’s remuneration scale and the level of experience and qualifications

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
General qualification and adequacy for the assignment to be undertaken: 25%
   
Similar experience in the area of expertise of the assignment and understanding of TORs 50%
   
Experience with the Bank and/or with multilateral donors: 10%
   
Knowledge of the region (assignment environment) 10%
   
Language proficiency 5%
