  1. Expressions of interest are being requested for: DEVELOPING A USER GUIDE ON THE USE OF ELECTRONIC SIGNATURE (eSignature) ;
  2. Brief description of the Assignment :

In line with its digital transformation strategy and in order to respond effectively to new technological challenges, the President of the African Development Bank has recently issued a Directive on the use of electronic signatures within the Bank.

The purpose of this Directive is to set out the principles governing the secure use of electronic signatures within the Bank, as well as to establish the principles of appropriate professional behavior that contribute to the achievement of the Bank’s objectives. This Directive defines the standards necessary to achieve a level of security relative to the legal and security risks associated with the use of electronic signatures.

In this regard, the Bank is looking for a highly-skilled consultant whose mission will be to develop a detailed manual to facilitate the smooth implementation of Presidential Directive. The specific objective of the implementation manual is to provide the Signatories of the Bank with detailed guidance on the applicable terms and conditions for the use of electronic signature.

The Consultant’s duties will also include the preparation of a user guide (manual) describing the use of electronic signatures in accordance with the Presidential Directive provisions and in conformity with international standards and regulations.

  1. Establishment of the Short List :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

General  qualifications  and  adequacy  for  the  assignment  to  be 30%
undertaken
Similar experience in the area of expertise of the assignment 50%
Experience with the Bank and/or multilateral donors 10%
Language proficiency 05%
Knowledge of the region (assignment environment) 05%

 

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure.   1. INTRODUCTION / BACKGROUND :

The African Development Bank (AfDB) is the premier pan-African development institution established in 1964, promoting economic growth and social progress across the continent. There are 80 member states, including of 54 African member countries and 26 non-regional member countries. The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten-Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas, all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa. The Bank is seeking to build a senior management team that will lead the successful implementation of this vision.

The Vice-Presidency, Human Resources and Corporate Services (CHVP) ensures the delivery of efficient, people-centered, client-oriented, corporate services to ensure overall institutional effectiveness in all aspects of the Bank’s corporate services. The complex leads efforts to ensure the competitiveness of the Bank as the employer of choice and is responsible for providing leadership in the formulation and implementation of Bank’s strategies on people, Information Technology (IT), general services and institutional procurements, language services, business continuity and, health and safety strategies.

  1. OBJECTIVES OF THE ASSIGNMENT :

The specific objective of the implementation manual is to provide the Signatories 1 of the Means the President of the Bank, the Executive Directors, the Senior Advisers and Advisers of the Executive Directors; Bank staff, short-term employees, Bank consultants, as well as any other person employed or engaged to provide services on behalf of the Bank and who is legally authorized by the Bank to use an electronic signature on Bank Group documents.

Bank with detailed guidance on the applicable terms and conditions for the use of electronic signature.

The Consultant’s duties will also include the preparation of a user guide (manual) describing the use of electronic signatures in accordance with the Presidential Directive provisions and in conformity with international standards and regulations.

  1. SCOPE OF THE SERVICES :

The Consultant’s responsibilities will include the following :

  • Liaise with the Bank’s Stakeholders to define the target audience (users) as per the Delegation of Authority Matrix ;
  • Establish the aim of the implementation manual and user guide and decide on the most suitable style and format ;
  • Prepare and share brief description of content of the implementation manual and user guide to the Bank for approval before their development ;
  • Develop a detailed manual on the implementation of the Presidential Directive concerning the use of electronic signature. This manual should provide explanations on the provisions of the Presidential Directive with the aim to ensure clear and standard implementation of the various levels of e-Signatories; and also define principles governing the secure use of electronic signatures in the Bank ;
  • Develop a user guide for the target audience in connection with the Presidential Directive provisions. The manual needs to be produced in easy language comprehensible to wider audience working in multiple disciplines ;
  • Illustrate all the actions required for the electronic signature in a step-by-step user guide to make it easier to understand and sign documents electronically ;
  • Disseminate the user guide to concerned stakeholders through appropriate communication channels.
  1. EXPECTED DELIVERABLES :

Throughout the engagement period, the Consultant should develop and deliver the following :

  • 1st Draft Document showing the content of the implementation manual and the user guide for approval by the Bank ;
  • Draft implementation manual and user guide in both languages (English and French). Detailed implementation manual on the use of electronic signatures within the Bank ;
  • User manual (guide) describing the use of electronic signature by all the Signatories of the Bank.

 

  1. SUPERVISION / REPORTING :

The Consultant will work under the guidance of the Vice President, Human Resources and Corporate Services and in collaboration with the various departmental teams.

  1. DURATION OF THE ASSIGNMENT
  • The assignment period is expected for 03 months ;
  • The commencement date is expected for 20 May 2020.
  1. QUALIFICATIONS AND EXPERIENCE REQUIRED :
  • At least Master/Engineer degree in Organization and Methods, Information Technology or relevant fields ;
  • At least 10 years’ proven experience in developing training manuals on themes specific to electronic signature of related areas ;
  • Good understanding and capacity to produce high quality organization manuals and any other operational manuals ;
  • Relevant experience in conducting similar assignments (at least three references). Experience with similar multinational, major private or public institutions ;
  • Proficiency in French and English is a requirement ;
  • Ability to think strategically and rapidly analyze diverse and complex information from various sources quickly and simplify for audiences ;
  • Good communication and presentation skills.

 

  1. LOCATION OF THE POSITION

The work will be carried out remotely during the Covid-19 lockdown period. If the situation changes, the work will be done at the Bank’s HQ in Abidjan.

  1. REMUNERATION :

The consultant will receive a monthly lump sum rate based on his experience. No additional benefits or per diem will be paid. The individual consultant is responsible for his/her own health insurance and own accommodation costs.
