  1. Expressions of interest are being requested for : Enterprise Architecture Maturity ; 
  1. Brief description of the Assignment :

The objective of the consultancy is to perform the necessary leadership and assessment related to the development of an enterprise architecture (EA) program. The consultant will help to understand the strengths, weaknesses, opportunities and threats of the Bank’s EA practice to design the path forward. The consultant will also help to understand why EA success is critical to IT’s success.

The mission will involve the following activities :

  • Assess the maturity of the enterprise architecture (agreement should be met on the best maturity model to be applied in the context of the African Development Bank) ;
  • Understand what is required to mature an enterprise architecture along with EA best practices and define the organization’s target maturity ;
  • Provide an EA assessment report with a clear description of the assessment methodology and of the components of the assessment tool. The consultant will provide detailed documentation of the current state of each capability and domain, with their assessed maturity levels. The consultant will provide graphs depicting the current state versus the potential and specific recommendations of focus area and opportunities, tailored to our business and IT strategies ;
  • From this, the consultant will develop an EA strategy and roadmap that provides specific, actionable recommendations for taking the best next steps. A time should be presented as to what should happen when and specify which domain the recommendation addresses ;
  • The consultant’s recommendations should also include a dimension relating to the means to be made available and the organization to be put in place at each target maturity level to allow EA to fully play its role at the bank level.

  1. Establishment of the Short List : 

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume. 

General qualifications and adequacy for the assignment to be undertaken 35%
Similar  experience  in  the  area  of  expertise  of  the  assignment and 45%
understanding of TOR
Experience with the Bank and/or multilateral donors 10%
Language proficiency 05%
Knowledge of the region (assignment environment) 05%

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. ANNEX 1: TERMS OF REFRENCE

“ENTERPRISE ARCHITECTURE MATURITY ASSESSMENT”

  1. BACKGROUND :

The African Development Bank Group (AfDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively.

The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 80 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners.

The Corporate Information Technology Services Department’s (CHIS) mission at the Bank is to align the Information Technology delivery strategy along with the Bank’s business strategy to increase the organizational effectiveness through efficient use of the Information Systems.

Under the leadership of the African Development Bank’s Information Systems Director, the Information Technology Systems Department is mandated by the Bank to deliver best possible Information Technology services for Bank Staff and help achieve the results that gets the Bank closer to accomplishing its poverty reduction goals in Africa.

  1. OBJECTIVE OF THE CONSULTANCY :

An enterprise architecture (EA) maturity assessment helps an organization understand the capability of its EA, including the value that it provides to the organization. The Bank’s actual enterprise architecture program was officially launched in 2017 under the leadership and strong support of the CHVP VP and CHIS management. The objective of the consultancy is to perform the necessary leadership and assessment related to the development of an enterprise architecture program. The consultant will help to understand the strengths, weaknesses, opportunities and threats of the Bank’s EA practice to design the path forward. The consultant will also help to understand why EA success is critical to IT’s success.

  1. SCOPE OF ACTIVITIES AND DELIVERABLES :

The assignment will require strong and sound expertise in enterprise architecture maturity assessment with extensive knowledges of different enterprise architectures frameworks (TOGAF, Gartner) approaches and tools. Understand digital transformation, business drivers and business capabilities (future and current state) and determine corresponding change requirements to drive the organization’s targeted business outcomes are key success factors.

The consultant will report to CHIS0 Division manager and will work closely with the enterprise architecture team to ensure the execution of plans corresponds with what is being promised.

  1. REQUIRED PROFILE : 
  • Master’s degree in technology management, enterprise architecture, computer science, computer engineering, electrical engineering, systems analysis or a related field of study, or equivalent experience ;
  • Seven to 10 years of experience in at least two IT disciplines (such as technical architecture, network management, application development, middleware, information analysis, database management or operations) in a multitier environment — or seven years of experience in business analysis or business strategic planning ;
  • The consultant should provide references / documents for key projects implemented ;
  • The consultant should have relevant experience in a similar environment (Multilateral Development Bank) ;
  • Certification in TOGAF (The Open Group TOGAF 9 Certification), and practical knowledges of enterprise architectures frameworks ;
  • Exposure to multiple, diverse technologies and processing environments ;
  • Exceptional interpersonal skills, including teamwork, facilitation and negotiation ;
  • Strong leadership skills ;
  • Excellent analytical and technical skills ;
  • Excellent written and verbal communication skills ;
  • Excellent planning and organizational skills ;
  • Knowledge of all components of holistic enterprise architecture ;
  • Knowledge of business re-engineering principles and processes ;

  1. DURATION :

The assignment period is expected for 3 months.

  1. LOCATION :

The work will be carried either remotely or at the Bank’s Headquarters in Abidjan, Cote d’Ivoire.

  1. REMUNERATION :

The consultant will receive a monthly lump sum rate based on his/her experience. No additional benefits or per diem will be paid. The individual consultant is responsible for his/her own health insurance and own accommodation costs.
