- The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Senior Web & Mobile Technologies Developer ;
- The objective of the consultancy is to assist the division in charge of software development with the automation of the Bank’s business processes into performant technical solutions. The consultant will develop the related mobile versions of the web applications under the program “Mobile First initiative” to foster the use of mobile applications to enhance the mobility and the work from home.
The consultant responsibilities will include, but not limited to, the following :
- Analyze the business requirements to determine optimal technical solutions ;
- Assist in the design of the solutions that describe the business processes ;
- Understand business requirements and translate them into performant technical solutions using Bank internal application development tools and methodologies (databases, application development frameworks and languages and governance) ;
- Plan and perform User Acceptance Test (UAT) to ensure that the solutions meet the expectations ;
- Ensure that identified vulnerabilities and security threats are remediated and the security recommendations applied in the code ;
- Write user guide and technical specification documentation ;
- Support and assist the users during the rollout of the solutions.
- Required skills and qualifications :
- Master’s degree in computer science, software development or related business fields and/or equivalent work experience ;
- Minimum of 5 years’ experience in application development ;
- A solid experience on these frameworks and languages ;
- Groovy/Grails, J2EE ;
- Object-Oriented programming in the Java language ;
- HTML5, CSS3, and JS framework such as bootstrap, springboot, jQuery ;
- REST API, XML, JSON and backend solutions coding ;
- Software Integrations platform such as Talend, DataService, mule ESB and PI ;
- Experience in using one of the following IDEs1: IntelliJ, Spring Tool Suite, Eclipse, NetBeans ;
- Experience with Mobile development Framework such as Flutter, React native, Ionic ;
- Good verbal and written communication skills in French or English ;
- Experience in International Institution will be highly regarded ;
- Ability to work constructively in a team environment as well as independently.
- Experience with agile software development methodologies such as Scrum and DevOps and software management and source code and versioning tools such as GIT and TFS.
- The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The duration of services is twelve (12) months, and the estimated starting date is 15 May 2021 ;

- ESTABLISHMENT OF THE SHORT LIST :
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
