GENERAL PROCUREMENT NOTICE

Federal Democratic Republic of Ethiopia and Republic of Djibouti Ethiopia and Djibouti Second Power Interconnection Project Sector – Energy

  1. The Government of the Federal Democratic Republic of Ethiopia and the Government of the Republic of Djibouti have applied for financing from the African Development Bank (AfDB) and WB (IDA) to finance Ethiopia and Djibouti Second Power Interconnection Project. The recipients intend to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under the project.
  1. The ultimate objectives of this project are to: i) increase power trade between Ethiopia and Djibouti and enhance regional integration in the Horn of Africa ii) contribute to improved and clean electricity access in Djibouti at affordable prices iii) increase foreign exchange earnings for Ethiopia, while reducing GHG emissions from Djibouti’s energy sector .
  1. The project includes the following components:

Consultancy Services: 

Review and updating of the design and bid documents; assist the two executing agencies of each countries during bidding stage, review and approval of contractor’s design documents, construction supervision and project management. The consultant will have three teams, two based in Djibouti and another in Ethiopia both working under one Team Leader, and three contracts – two for Djibouti and one for Ethiopia. The WB consultancy contract for Djibouti will be governed by WB’s rules and procedures

Transmission Lines: 

Design, supply, installation on site, testing and commissioning of about 462 km, AC 230 overhead transmission lines with OPGW, divided into three lots where the line length of each between 100 – 200 km each under separate contracts.

New Substation & Substation extensions: 

Design, supply, installation on site, testing and commissioning of one new 230/132/33 kV Substation at Mile, extension of the existing 230kV substations at Kombolcha and Semera in Ethiopia as well as extension of the existing Nagad substation in Djibouti. The component will be implemented under one lot, one contractor, but with two contracts – one for Ethiopia and one for Djibouti as per AfDB Guidelines.

  1. Procurement of the Consultancy Services component will be through Quality and Cost Based Selection (QCBS) method following a shortlist using AfDB’s Rules and Procedures. Request for Expression of Interest (EoI) for Consultancy Services will be issued shortly.
  1. Procurement of part of the Transmission Lines component of about 272 km and new Substations in and Substation extensions in Ethiopia and Djibouti will be carried out using the Bank Procurement Policy and Methodology (BPM) in line with the Bank’s Procurement Policy Framework of October 2015 utilizing available Bank’s Standard Solicitation Documents (SSDs)
  1. Procurement of part of the Transmission Lines component of about192 km in Djibouti will be conducted through International Competitive Bidding (ICB) procedures, following the WB’s Rules and Procedures.
  1. Procurement of Substations and Substation extensions in Ethiopia & Djibouti will be procured using the Bank Procurement Policy and Methodology (BPM) in line with the Bank’s Procurement Policy Framework of October 2015 utilizing available Bank’s Standard Solicitation Documents (SSDs) and the provisions stipulated in the “GUIDELINES FOR PREVENTING & COMBATING CORRUPTION & FRAUD IN BANK GROUP OPERATION dated February 2004”.
  1. Specific procurement notices for contracts to be bid under the WB’s International Competitive Bidding

(ICB) procedures will be announced, as they become available, in UN Development Business and on the

World Bank’s external website.

  1. Pre-qualification and/or bidding documents for Works Contracts are expected to be issued respectively in January 2022.
