JOB DESCRIPTION :            

The International Food Policy Research Institute (IFPRI), under its research project “Improving smallholders’ access to irrigation water, rural livelihoods and food production through solar powered pumps in Egypt and Yemen” that is funded by the Government of Japan, is conducting an impact evaluation study of solar-powered irrigation systems installed in the local communities in Delta / Upper Egypt regions in Egypt.

IFPRI is seeking a qualified consultant firm to identify eligible beneficiary communities in these regions for the installation of solar-powered irrigation systems, design and install solar-powered irrigation systems that are suitable given the hydrological, agroecological, and socioeconomic characteristics of these communities, and provide the necessary support for and monitor the use of installed irrigation systems. The consultant will also assist the IFPRI team in their impact evaluation analyses. The position is based in Egypt.

Scope of work

  • Design suitable solar-powered irrigation systems, including the pumping capacity, irrigable plot size, and water delivery mechanisms (including drip or sprinkler systems)
  • Identify 40 eligible local communities in Delta or Upper Egypt regions, based on hydrological, agroecological and socioeconomic characteristics
  • Install irrigation systems in 20 communities randomly selected from these 40 eligible communities (numbers to be determined exactly)
  • Set up practical cost-sharing arrangement with the beneficiary communities, in which the beneficiary farmers cover a certain share of the costs of irrigation systems installed
  • Assist IFPRI team in listing the community members to be interviewed in their impact evaluation surveys
  • Provide technical support to the installed irrigation systems as needed throughout the project period

Required qualifications of the consultant team

  • Master’s or PhD degree in Agricultural Economics, Irrigation Engineering or related field plus five years of relevant professional experience.
  • Demonstrated experience in conducting similar irrigation system installment projects in the Delta and/or Upper Egypt regions in Egypt within the past 5 years
  • Demonstrated knowledge of the technical, material and financial requirements of the irrigation systems.
  • Experience in building trust and good relations with interviewees and communities.
  • Excellent communication and interpersonal skills.
  • Formal registration in Egypt (such as Certificate of Incorporation).

Preferred qualifications

  • Demonstrated experience in irrigation system impact evaluation analyses.
  • Experience in agriculture, rural development, nutrition, and/or food security field.
  • Proficiency in additional local languages in Delta / Upper Egypt regions.
