  1. Purpose of consultancy

The purpose of the consultancy is to evaluate the newly established social media platform in terms of its impact and efficiency. The consultant will participate in the daily detection activity to assess the outputs of the system and its functionality during the three-month period. In the final report, the consultant is expected to provide feasible recommendations in regard to the system’s usefulness to Public Health Intelligence (PHI), efficiency and sustainability.

  1. Background  

The WHO Health Emergencies Programme (WHE) is mandated to enhance WHO’s capacity for the rapid detection, assessment, and follow-up of all public health risks. This provides the opportunity to establish a framework that facilitates the implementation of a common approach to public health intelligence and public health event management across all levels of the organization.

The Health Emergency Information and Risk Assessment (HIM) Unit is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.

Under the HIM Unit is the Public Health Intelligence (PHI) Team which is at the forefront of rapidly identifying emerging public health threats, assessing the risks and communicating them. This enables timely response and strategies to address critical needs and avoid further morbidity and mortality. The key to deliver this crucial task is to identify signals within 24 hours, verify, risk assess and communicate and manage these acute public health events. The team systematically uses the Epidemic Intelligence from Open Source (EIOS) in collecting relevant information that may have potential to international public health. EIOS has been complemented by social media platforms to detect acute public health events as early as 2019 in the WHO-Eastern Mediterranean Regional Office (EMRO). During the peak of COVID-19, the latter has been widely used to detect signals of COVID-19 from different countries as well as monitor official COVID-19 data from the MOH official social media accounts.

It is high time now to evaluate the usefulness of social media in detecting acute public health events. In addition, since the current platform is newly set-up for EMRO use, it is also important to assess the efficiency of the platform and provide recommendations for sustainability, when deemed necessary. In this regard, a consultant with technical expertise on the use of social media and understands the functionality of a social media platform is requested to conduct an evaluation.

  1. Work to be performed
  2.  Output 1. Evaluate the usefulness of social media in PHI

Deliverable 1.1: Conduct a survey on the usefulness of social media;

Deliverable 1.2: Conduct key informant interview (KII) using a standardized questionnaire;

Deliverable 1.3: Triangulate the result of the survey, KII and the indicators identified on the social media use and platform;

Deliverable 1.4: Organize regular meetings with PHI team in both EMRO and HQ (berlin hub).

  1. Output 2: Assess the functionality of the WHO-EMRO-HIM social media platform

Deliverable 2.1: Review the technical document related to the platform;

Deliverable 2.2:  Review the identified indicators for the project;

Deliverable 2.3:  Interview the developers and users of the platform and document;

Deliverable 2.4: Analyze results and regularly update the PHI team in EMRO and Berlin hub on the findings.

  1. Output 3. Submit an approved Evaluation Report

Deliverable 3.1: Consolidate all the findings;

Deliverable 3.2: Provide recommendations specifically on the impact and efficiency of the WHO-EMRO-HIM social media platform;

Deliverable 3.3: Ensure that all the key personnel have reviewed the draft, provided feedback and incorporated in the final draft.

  1. Qualifications, experience, skills and languages

Educational Qualifications: 

Essential: Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in Public Health field, Epidemiology or related field.

Desirable: BS in Social Media or Digital Media; Computer Science/software engineering or related field.

Experience:

  •  5 to 10 years of progressive professional experience in public health, epidemiology, or information management either in public or private sector including at least one-year experience in conducting Epidemic Intelligence;
  • Demonstrated experience in scientific research methods and performing qualitative and quantitative analysis of survey results and interviews;
  • Experience in using social media platforms.

Skills/Technical skills and knowledge:

Essential

  • Sound analytical and organizational skills.
  • Excellent presentation and communication skills, with emphasis on writing skills.
  • Proven ability to work and produce results under pressure in critical situations.
  • Tact, diplomacy and courtesy.
  • Good knowledge and mastery of Microsoft Office tools including PowerPoint, Word and Teams.

Desirable

  • Expertise using qualitative analysis software.
  • Expertise using R, Stata, or SPSS for survey analysis.

Languages and level required:

Essential: Excellent Knowledge of English.

Desirable: Good knowledge of Arabic Language.
