Job Description

OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Health Emergency Information & Risk Assessment area of the Health Emergencies Programme is responsible for providing timely and authoritative situation analysis, risk assessment and response monitoring available for all major health threats, events and emergencies. This includes detecting, verifying and assessing the risk of potential and ongoing health emergencies; establishing data collection mechanisms and monitoring ongoing health emergency operations; providing data management, analytics and reporting platform to produce and disseminate timely emergency health information products.
Health Information Systems (HIS) are designed to collect, process, store, disseminate and use health-related information for evidence-based decision making. It consists of people, tools, platforms and procedures forgathering, sorting, and distributing timely and accurate information todecision-makers. HIS outputs support the strategic and operational needs of all programmatic areas under Emergency Preparedness and Response.

DESCRIPTION OF DUTIES

  1. Provide technical expertise to the implementation of Health Information Systems strategy developed by the Eastern Mediterranean Office, with specific focus on fragile, conflict and vulnerable countries;
  2. Oversee and manage HIS project activities from start-up to maturity;
  3. Develop and integrate appropriate HIS sub-systems and support the establishment of standards-based architecture with interoperable data collection and reporting systems that are flexible and sustainable (including technology platforms like DHIS2);
  4. Improve the data use, information sharing, and visualization for informed planning and decision making;
  5. Design, and conduct training courses for various target audiences on DHIS2. Contribute to the capacity building initiatives in the areas of Information Management.;
  6. Assess the Information Management needs of country offices, active health clusters or the member states;
  7. Ensure the availability, subscription and provision of the IT platforms (DHIS2, Activity Info, Power BI) to the Emergency Operations in the Region;
  8. Provide technical advice to country offices, member states, relevant WHO teams on surveillance systems, outbreak detection, response monitoring and information management systems;
  9. Collaboratively participate and support the development of and implementation of new concepts, tools and strategies to support Health Information System in Emergencies;
  10. Perform other related responsibilities as assigned, including replacing and backstopping for the Team Lead/ISA, when needed.

REQUIRED QUALIFICATIONS

Education

Essential: Master’s degree in Informatics, Business, Public Administration, or Health Information Management, complemented by academic courses in public health or epidemiology.
Desirable: In-service trainings in Health Information Management.

Experience

Essential: At least seven years of experience with international exposure in designing, developing, implementing, testing, documenting and maintaining information systems.
At least 4 years of experience in emergency countries.
Practical experience in the customization of information systems (Activity Info, DHIS2) and other data management tools and mechanisms.
Experience in data visualization and development of interactive dashboards using PowerBI

Desirable: Experience in WHO and/or the UN System in the areas of emergency preparedness and response; field experience in public health programmes or emergency response programmes in FCV countries.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2268 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
