Chemonics seeks a Water and Sanitation Lead for the anticipated USAID/Ecuador Local Service Delivery “Tu Municipio Responde” (TuMUNI) under the Water and Development II (WADI II) IDIQ Contract. The project aims to expand citizens’ access to critical public services, including to water, sanitation, and hygiene (WASH), by strengthening the capacity of local governments for the effective, transparent, and citizen-responsive provision of local services in no more than 30 municipalities. The Water and Sanitation Lead will be responsible for supporting a team to deliver improved public services with an emphasis on marginalized populations. This position will be based in Quito, Ecuador. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Responsible for the activities of leveraging existing training resources and efforts, reporting trends related to digital connectivity, nutrition, and economic reactivation.
  • Being results oriented and foster effective partnerships to mainstream the Activity’s approach in WASH.
  • Support the development and enforcement of effective planning and management frameworks for water resources and ensure these frameworks are integrated into technical activities across project components
  • Monitor progress and report on results and successes of relevant previous and ongoing WASH activities in the targeted municipalities to leverage into future activities
  • Continuously assess and evaluate WASH activity outcomes, ensuring learning is continuously incorporated into implementation
  • Pay regular field visits to program areas to observe progress, compliance to the design and specifications, and quality of the work
  • Develop and maintain highly collaborative relationships with municipal counterparts and relevant water stakeholders to successfully develop and implement project activities
  • Provide technical support in the selection process for the construction companies that will carry out rehabilitation/construction of water supply systems; as well as the company that will be responsible for monitoring the rehabilitation/construction of these systems

Minimum required qualifications:

  • Minimum Education: B.S. or B.A. degree in civil and environmental/public health engineering, public administration, management, public health, or other field relevant to water and sanitation service delivery and governance
  • A minimum of 5 years of experience with water and sanitation development and services strengthening in Ecuador and/or other countries in the region
  • Experience working with municipal governments and/or Juntas Administradoras de Agua Potable y Saneamiento on water and sanitation services in Ecuador
  • A demonstrated track record of managing projects with success improving the participation of diverse stakeholders in and delivery of water and sanitation services;
  • A demonstrated ability to engage with multiple stakeholders, including local civil society and Indigenous groups, at the local and national levels
  • Demonstrated leadership, versatility, and integrity
  • Fluent written and oral communication skills in Spanish. Proficiency in English. (Ability to community in other languages spoken in target municipalities is a plus, but not required)
