JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Office, direct supervision by the Senior Logistics Associate, the Logistics Assistant will be responsible for:

Commodity Tracking and Accounting

  • Timely forward standard transport orders (STOs) for approval to Senior Logistics Assistant (SLA) for releases in system.
  • When all releases are done, communicate within Logistics Unit to ensure subsequent steps are on time.
  • Capture waybills (Outbound Deliveries (OBDs)) for planned dispatches as per received Food Release Note and start shipment.
  • Receive Inbound Deliveries (IBDs) after delivery of commodities at Final Distribution Points (FDPs).
  • Working closely with the Logistics Assistant Operations, analyze CO stocks after every distribution period and accurately supervise Physical Inventory capture.
  • Data analysis (Monthly reconciliation, COMET/LESS reconciliation, Quarterly reconciliation)
  • Contribute to warehouse activities including maintaining warehouse documents, work-orders and plan internal and external stock movements.
  • Create manual Purchase Requisition (PR) for purchases done by Logistics Unit.  Facilitate petty cash vouchers for Logistics and Warehouse.

FTC Funds Management

  • Review unit Purchase Orders (POs) before being approved to ensure all attachments are attached and POs are correctly created under correct charge codes.
  • With the direct supervision of SLA, create CO annual Supply Chain budget stating the expected expenditure timelines.
  • Work with Head of Unit to compile CO matrices for CO BRs and new activities.
  • Monitor and closing POs when final invoices are paid.
  • Prepare CO Supply Chain funds analysis detailing expenditure, surpluses and/or deficit.  Prepare quarterly funds monitoring reports.
  • Track and follow unit invoices ensuring that all are paid within IPSAS compliance period.

Operations Support

  • In the event that delivery modalities change, work with the Head of Logistics and in consultation with the CO and RB Cash and voucher team as well as Programme, Finance, stakeholders such as different departments of the Government and potential implementing partners, research, set up and implement the cash and voucher-based Programme including operational arrangements.
  • Perform any other duties.

Technical Assistance and Coordination Demonstrates responsiveness to technical assistance and coordination with key stakeholders and an ability to carry out logistics activities, respecting individual mandates and programme priorities.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience in Logistics Warehouse operations for food commodities.
• Experience in working with commodity delivery service providers: transport and handlers.
• Experience using logistics databases to extract routine reports.
• Experience in managing warehouses with food and NFI’s.
• Experience in managing inventories.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A certificate in any Logistics related functional area is desirable.

Language: Fluency in English and Siswati  (written and spoken).
