HIAS seeks an Institutional Development Manager to lead and support institutional fundraising and new business development, contributing to HIAS’ financial sustainability strategy and donor portfolio diversification. Main responsibilities include the coordination and development of high-quality concept notes, proposals and reports for a range of public and private institutional donors, building on HIAS’ comparative global and local programs. The Institutional Development Manager will work to expand funding opportunities for all of HIAS’ signature approaches. They will work seamlessly with other HIAS departments to ensure timely submissions that account for the input of Programs, Finance, Operations, SAM and other internal departments. They are responsible for building and developing relationships with government, private and multi-lateral funders across HIAS’ global portfolio, and they act as a representative for HIAS at donor meetings, ensuring strong representation of existing and potential programs.

ESSENTIAL FUNCTIONS:

  • Serves as main Institutional Development team focal point during proposal and report development; leads collaboration and coordination with International Programs teams, specifically Regional Directors, Deputy Regional Directors, Fundraising Managers, Program Officers and technical teams to streamline information flow and decision making; manages inputs and reviews from International Programs teams, including country offices, and may support proposals and reports for U.S. Programs, Legal Services and GOS as needed.
  • Coordinates proposal development, ensuring all relevant HIAS staff are informed of and adhere to timelines, roles and responsibilities.
  • Supports proposal and report writing, leveraging and adapting language from previous submissions while incorporating technical design inputs from technical teams.
  • Conducts grammatical and substantive reviews of draft proposals and reports, editing for flow, consistency and clarity.
  • Manages inputs and reviews from Budget & Fiscal Compliance, Strategy & Measurement, Safety & Security, Office of the General Counsel, Information Technology, Human Resources and Finance that are in line with HIAS polices, practices and donor guidelines.
  • Ensures proposal development processes adhere to Proposal Development Standard Operating Procedures (SOPs); provides ongoing feedback on SOPs to ensure they reflect evolving processes and changing contexts.
  • Researches and monitors opportunities and trends in institutional development, contributing to agency decision-making processes that are strategic, realistic and advance HIAS’ five-year goals.
  • Supports HIAS’ growth and business development in core programming areas through portfolio diversification that include OECD/DAC donors, USAID and regional opportunities, positioning HIAS for new institutional donors.
  • Represents the Institutional Development department in partnership meetings for joint-proposal development with local, national or international partners.
  • Cultivates relationships with institutional donors and prospects to broaden networks, identify and retain funding opportunities, and solicit support.
  • Supports Institutional Development knowledge management through timely maintenance of online grant files, proposal and report trackers, Raiser’s Edge NXT (HIAS’ fundraising and constituent relationship management system) and updating of internal HIAS records.
  • Supports the work of the Chief Institutional Development Officer and the Senior Director, Institutional Development to address country or core program fundraising gaps; consolidates team feedback and recommendations on strategy (including country offices strategies) to HIAS’ Executive Leadership Team.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree required; graduate degree preferred.
  • 4-6 years of relevant work experience in grant writing, reporting and partnership development; knowledge of international humanitarian and development sectors and programs that support refugees and asylum-seekers a plus.
  • English fluency required; French and/or Spanish fluency a plus.
  • Previous professional or volunteer work in refugee assistance and/or international development/humanitarian aid.
  • A proven track record in researching and identifying major new institutional funding prospects; experience receiving grants from public and private donors required.
  • Previous experience with Raiser’s Edge NXT or another CRM a plus.
  • Ability to work independently; strong organizational and time management skills with ability to meet deadlines in a fast-paced environment; able to adapt quickly to changing circumstances.
  • Outstanding written and verbal communication skills.
  • Significant financial and budget management experience and skills.
  • Exceptional relationship building skills; must demonstrate a strong sense of vision, a collaborative work style and the capacity to cultivate donors.
  • Exhibits excellent communication skills with internal and external stakeholders, navigating complex conversations to drive decision-making on institutional development funding opportunities.
  • Applies knowledge and skills by devising and implementing improved methods, programs and procedures within the Institutional Development department to meet organizational and departmental goals.
  • Travel, to include travel to insecure operating environments, may be required.
