Activity Background

SoCha intends to submit a proposal for the USAID Building Evidence for Decision-Making (BE4D) activity. This activity will incentivize evidence use for decision-making via high-quality monitoring, evaluation, and learning (MEL) and collaboration, learning, and adaptive management (CLA) related services for the U.S. Agency for International Development (USAID) Bureau for Democracy, Development, and Innovation (DDI), as well as other Operating Units (OUs) with whom DDI partners and which will have the option to buy-in to the delivery of services by BE4D on demand. This evidence may also be used by and benefit local actors and implementing partners. BE4D will operate from Washington, D.C.

The activity will achieve the overall purpose through the following objectives:

  • Objective 1 – Design
  • Objective 2 – Performance Monitoring for Learning and Adaptive Management
  • Objective 3 – Evaluations and Other Analyses/Assessments for Learning and Adaptive Management
  • Objective 4 – Training and Advising/Mentoring
  • Objective 5 – Communications, Dissemination, Knowledge Management, and Organizational Learning
  • Objective 6 – Collaborating, Learning, and Adaptive Management

Scope of Work

To support the work of the project, SoCha seeks an experienced Locally Led Development (LLD) Advisor. The LLD Advisor shall provide technical subject matter expertise on locally led development to integrate LLD approaches into the program cycle in coordination with an Activity Manager from the USAID Local, Faith, and Transformative Partnerships (LFT) Hub.

The LLD Advisor responsibilities include:

  • Support for integrating LLD approaches in program design, performance monitoring, evaluation, CLA, and other analyses;
  • Providing LLD subject matter expertise for USAID bureaus to integrate LLD approaches and work collaboratively to promote the adoption of LLD approaches;
  • Monitoring broader LLD trends at the USAID and beyond so that best practices for LLD feed into BE4D objectives;
  • Sharing relevant knowledge from LLD best practices from the mechanism with others at the agency and beyond;
  • Tracking and keeping record of all LLD-related activities from BE4D.

Minimum qualifications and experience

  • An advanced degree in a relevant field such as monitoring and evaluation, social science, or international affairs;
  • Eight years minimum of demonstrated experience with MEL related to locally owned and locally led development efforts, which may include: Conducting research fieldwork in developing countries/resource-poor settings; Working with or for local organizations in developing countries, such as: working directly for a local organization, as an employee or consultant for an implementing partner working with local sub-awardees, and/or with local government entities/local firms on development initiatives; Working with networks of local organizations/grantees or other local actors;
  • Demonstrated ability to apply locally led development principles;
  • Demonstrated strong interpersonal and collaboration skills for dealing with a wide variety of projects, contracts, counterparts, personnel, and other related issues;
  • Demonstrated experience facilitating collaborative processes for the design of community-focused development programming, MEL frameworks, and other multi-stakeholder development efforts;
  • Demonstrated excellent communication skills to foster open, transparent, and collaborative communications with the Government;
  • Demonstrated ability to foster transparency and trust with other partners;
  • Demonstrated excellent written and spoken English language skills.
