Job summary:

This role will oversee Human Resources for Emergency Response at International Medical Corps and will manage the HR function during an emergency response. They will develop and maintain Emergency HR policies and procedures and lead global roster management to ensure a strategic approach to ER talent management, ensuring International Medical Corps attract the best people to provide support to people in crisis on a global scale

Main tasks and responsibilities

  • Work with ERU to plan and execute appropriate HR resources for responses at the outset of crises, through a whole agency approach;
  • Develop our organizational capacity to respond faster to emergencies, using both internal and external resources;
  • Represent HR on Response Management Team (RMT);
  • Lead the HR Function during an Emergency Response ensuring smooth coordination between ER Team, Talent Acquisition Team, HR HQ, HR on the ground and Travel;
  • Participate in operational and workforce planning to help identify needs, develop clear staffing structures and facilitate recruitment of international staff, national staff and volunteers and ensure rapid deployment for critically needed positions;
  • Ensure development and continual update of an emergency response orientation package for international and national staff and volunteers with guidance from International HRHQ Office and insure dissemination to each in-coming responder, including Security Briefing, and country information;
  • Work with Compensation and Benefits to ensure correct compensation mechanisms in place;
  • Ensure management of HR Team on the ground during emergency period;
  • Lead HRERU meetings on a daily/ weekly basis as dictated by scale of emergency;
  • Disseminate Flash Alerts and Sit reps to HR team as required;
  • Maintain emergency roster and coordinate on Core/ Entry/ Experienced Staff to be sent at certain times during the response to allow for capacity building
  • Develop and update Emergency HR policies and procedures;
  • Work with Safeguarding Task Force to ensure Safeguarding Focal Points are in place and trained
  • Active engagement, coordination and participation with all stakeholders.

Minimum qualifications

  • Typically, a Bachelor’s degree in related area. Equivalent combination of relevant education and experience may be substituted as appropriate.

 

Experience

  • Typically, 10+ year of relevant and progressive experience working in related human resources, including at least 7 years’ experience in managing HR operations for emergency responses with humanitarian organization.
  • HR and Field Experience as a manager with humanitarian agency;
  • Roster management experience
  • Proficiency in Word, PowerPoint, Excel, Outlook, and applicant tracking system;
  • Ability to negotiate, advocate and influence effectively at all levels of the Response Team and outside of line management relationships;
  • Willingness to work unusual hours and sometimes in stressful and insecure environments;
  • Outstanding organizational skills ;
  • Excellent communication skills, both oral and written.
  • Excellent self-motivation skills ;
  • Experience in effectively dealing with international and headquarters staff. The ability to deal with a broad spectrum of people ;
  • Ability to exercise sound judgment and make decisions independently;
  • Excellent ability to handle multiple tasks and many administrative details in a fast paced and constantly changing environment.
