Palladium recruits a Senior Grants and Sub-Contracts Manager – Africa Trade and Investment Program (ATIP)

Context

Palladium is seeking a Senior Grants and Sub-Contracts Manager to support a new flagship USAID-funded project: Africa Trade and Investment Program (ATIP).  The overall ATIP program, currently valued by USAID at $400-750 Million and expected to be based in Washington, DC, with field offices in West, East, North, and Southern Africa, will be the principal vehicle for implementing the whole-of-government Prosper Africa Initiative. The purpose of ATIP is to mobilize enterprise-driven solutions that will help unlock Africa’s growing markets, expand U.S.-Africa trade and investment relationships, and achieve development outcomes across all sectors, in line with USAID’s Private Sector Engagement Policy and the USG Prosper Africa Initiative.

The five objectives of ATIP are:

  1. Increased trade;
  2. Increased investment;
  3. Improved business environment;
  4. Leveraging strategic African, U.S., and international partners and resources; and 
  5. Institutional support to USAID to assist in tracking, managing, implementing and publicizing the Prosper Africa Initiative

The anticipated proposal release date is September 2020.  The program would start in 2021. Specific program activities, upon award, may include both cross-cutting “core” activities as well as “buy-ins” from regions or countries in Africa, which may identify sectors of interest as well as specific programmatic objectives and target outcomes.

Candidate Profile

 The ideal candidate would be an individual who has significant experience managing large-scale grants under contract programs, including managing performance-based sub-contracts and grants that are designed to achieve large-scale trade and investment results.

Purpose of Position 

 The Senior Grants and Sub-Contracts Manager will lead efforts to set up the necessary grants and sub-contracts tracking systems to manage  a large number of sub-contract and grantees (i.e. including transaction and investment advisors, financial institutions, private companies, and other partners) and manage cost-shared, performance-based sub-contracts and grants to support trade and investment transactions, in accordance with Palladium’s and USAID’s policies and procedures.

Roles and Responsibilities 

 The candidate’s responsibilities will likely include:

  • Oversee overall grants administration, compliance and implementation procedures, and ensure compliance with USAID and
  • Palladium grants, sub-contracts, and procurement regulations
  • Conduct grants solicitation and advertisements; design and prepare grant review guidelines for evaluators, including scoring formats; convene grant committee meetings, lead negotiations with applicants, and prepare the memorandum of negotiations and responsibility determination statement; oversee award and execution
  • Draft grants manual and related program documents
  • Develop and implement a grant tracking system as well as a sub-contractor tracking system to ensure the timely and correct execution of all grant agreements and sub-contract awards.
  • Collaborate with technical and M&E teams as required
  • Other duties as assigned

Position Requirements

  • Advanced degree in business, economics, accounting, international development, public policy, or a similar field is preferred
  • Experience successfully managing large volumes of sub-contracts and grants under contract for USAID-funded programs
  • Familiarity with ensuring appropriate risk-sharing between and/or among USAID, the implementing partners and the private sector
  • Ability to facilitate rapidly establishing and effectively managing large numbers of grants and subcontracts
  • Familiarity with policies and procedures related to the Administrator’s Action Alliance to Prevent Sexual Misconduct
  • Ability to work with teams in diverse locations
  • Strong written and verbal communications skills
  • Experience in sub-Saharan Africa and/or North Africa strongly preferred
  • Fluency in English required; familiarity with one or more other languages spoken on the African continent (French, Arabic, or Portuguese) would be desirable
