This Opportunity:

Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

The Deputy Director role includes both technical and management responsibilities. The Deputy Director will provide leadership support to country programs, ensuring the delivery of the highest quality, and on-time services and products. The Deputy Director is expected to have senior-level technical skills in one of the project areas: digital health, data governance, data analysis and use, Collaborating, Learning, Adapting (CLA) or local partner capacity building and transition, applied to HIV/AIDS and/or emerging infectious disease programming. The Deputy Director is a member of the Data.FI Project Leadership Team and will participate in relevant discussions and decision-making for the project.

The home office for this position will be Palladium’s Washington, D.C. office. Alternative work locations commuting distance to D.C. may be considered. The position will entail up to 20% overseas travel from late-2021.

Primary Duties and Responsibilities: 

Overall Project Management (40%):

As a member of the Project Leadership Team, contribute to the project’s strategic and technical direction, management, staffing allocation, and leadership across all areas of the project (15%)

  • Work closely with the Project Director, Director of Finance and project delivery team to develop and implement processes for sub partner management, work assignment transparency and tracking, and communication.
  • Contribute to project communications and marketing. Lead strategic communications with Missions. Lead the development of presentations and briefs of our work upon client request.
  • Lead enhancements and implementation of project policies, standard operating procedures, guidelines, workflows and risk management structures
  • Supervise and mentor staff, including the Data.FI/Palladium Country Directors
  • Deputize for the Project Director, as needed.

 

Provide leadership support to country teams (25%):

  • Provide management support to Country Managers (HQ backstops of Country Directors), ensuring efficient functioning of country teams, with a focus on compliance, sustainable business strategies and cost-share
  • Lead cost-share capture for country work
  • Assure timely, high quality development of country workplans that meet established guidelines and corporate quality standards.
  • Track staff time across activities, support reprioritization of resources and on-time expenditure and results delivery
  • Assure appropriate linkages between Core and Field programs.
  • Coach and supervise Data.FI country directors
  • Help ensure good relations with partners, providing them technical guidance and oversight to ensure optimal participation in the project.
  • Other project management functions, as required.

 

Technical Assistance and Thought Leadership (50%):

  • Oversee portfolio of activities within the focused technical area of expertise ensuring quality and providing linkages across activities
  • Develop work plans, including budget and staffing plan, interfacing with clients and staff.
  • Work with in-country counterparts to oversee the development and implementation of activities such as eliciting and analyzing stakeholder needs, strategizing on approaches to meet those needs, operationalizing the strategy, and capacity building/transition of support.
  • Maintain all technical and management project documentation, including project management plans, technical/architectural schemas and capacity building materials. Ensure project team follows best practices in the development and documentation of software products including technical documentation, software code, requirements and testing materials.
  • Contribute to progress and financial reporting.
  • Ensure learning is captured through regular results reporting, collaboration forums and through the development of capability statements.
  • Be accountable for the project management (time, cost and quality) of projects across Data.FI, including those undertaken by Palladium, Data.FI partners and vendors.
  • Contribute to project thought leadership, advising on new solutions and sharing ideas on social media and through publications
  • Represent the project and Palladium to governments, donors and other stakeholders, proving thought leadership at international meetings, ministry-level events, technical working groups and communities of practice.
  • Formulate HIS partnerships, collaborations and strategies, strengthening relationships for country ownership of project and Palladium work.

 

Business Development and Corporate Initiatives (10%):

  • Maintain knowledge of funding and strategic trends in the health information system field, particularly for USAID.
  • Support proposal development through contributions to strategy, partnerships and written contributions to the technical approach and capability statements.
  • Support corporate initiatives as required.

 

Professional expertise/competencies required:

  • Demonstrated leadership capacity, strategic vision, problem solving, and ability to effectively build and sustain positive working relationships and partnerships with donor agencies, host country governments, and partners.
  • Extensive experience in a client-facing management role on large USAID programs with specific experience working with partner consortiums; preference for experience managing teams on a global project with field support buy-ins
  • Intricate understanding of the current PEPFAR operating context with current experience managing PEPFAR programs; ideally those focused on digital health, M&E, strategic information or continuous quality improvement.
  • Experience in infectious diseases, especially COVID-19, highly desirable
  • Senior level technical skills in a Data.FI strategic area: digital health, data governance, data analysis and use, CLA or local partner capacity building and transition. Working knowledge of and interest in health information systems, performance improvement and data science
  • Senior level staff management and supervision skills with ability to plan, routinely track and prioritize staff resources across a complex project
  • Proven ability to manage all aspects of staffing including recruitment, promotion, retention and dismissal, in a multi-cultural setting.
  • Senior level skill is business development
  • Senior level skills in pricing/budgeting
  • Prior experience and senior level skills in relationship management, including across staff, partners and client, and other stakeholders; able to work productivity will colleagues at all levels
  • Senior level diplomacy and negotiation skills – ability to negotiate workplans and build consensus between clients, partners and colleagues
  • Senior level communication and presentation skills, with the ability to translate highly technical content to non-technical audiences
  • Prior experience of working in a fast-paced, solution-focused and dynamic workplace; expert skills in multi-tasking
  • Ability to work cross-culturally with flexibility to work across time zones, accommodating meeting times beyond the regular workday
  • A creative, inclusive, and strategic problem solver
  • Comfortable operating in and navigating ambiguous environments full of change
  • Professional verbal and written fluency in English; fluency in French and/or Spanish preferred
  • Ability to travel up to 25% once allowable
