Job Summary:

Provides final authorization and approval of the technical portions of proposals and project design, based on the design and direction set by technical leadership. Provides higher-level administrative support on core project operations (e.g., update manuals, assist with proposals, and budget tracking). Contributes to new business development initiatives including project design, budgeting, and recruitment efforts.

Technical Officers (Level I – III) provide a range of technical and administrative services at increasing levels of complexity to support project implementation and proposal development. Individuals within these positions are expected to demonstrate an increasing level of proficiency with the specific relevant technical area.

The Technical Officer will support a new Unit within the HIV Department called “Program Optimization and Strategic Growth,” which includes four strategic growth portfolios: 1) telehealth, 2) local partner capacity development, 3) mental health, and 4) LGBTI rights and inclusion. These portfolios represent important crosscutting and HIV-adjacent technical approaches for FHI 360. The Technical Officer will support the scale-up and integration of these technical approaches within FHI 360’s HIV and other global health and population projects including the PEFPAR- and USAID-funded Meeting Target and Maintaining Epidemic Control (EpiC) project and other projects managed by the Going Online (telehealth) team.

The Technical Officer will be responsible for collating inputs to all technical deliverables at the global level, supporting country programs on their implementation of technical approaches within each growth portfolio, assisting in technical thought leadership and communication and strengthening the facilitation of global knowledge sharing through an applied knowledge of the four technical areas. The technical officer may also provide administrative support to the broader Program Optimization and Strategic Growth Unit.

Accountabilities:

Technical Requirements:

  • Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects;
  • Works closely with assigned team to ensure activities are implemented according to standard operating procedures (SOP’s);
  • Assists with publications, web pages, and presentations;
  • Conducts searches of published literature on evolving issues in assigned technical area;
  • Monitors and maintains protocols, instruments, data sets, manuals, training materials and
  • reports;
  • Responds to requests and inquiries from internal and external staff;
  • Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures;
  • Assists with the implementation of technical/research studies by monitoring and documenting processes;
  • Conducts analysis of project, implementation to identify areas for improvement and propose appropriate technical strategy and guidelines;
  • Delivers presentations at professional meetings and conferences;
  • Ensures project implementation, adheres to company strategy, and remains technically sound.

Project Design Implementation:

  • Implements established project design;
  • Tracks project indicators and produces reports for others to act upon;
  • Assists with implementing components of the technical portions of the project plan;
  • Identifies and raises issues to senior technical staff;
  • Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines;

Business Development and Client/Funder Support:

Project/Program Reporting:

  • Maintains database of project indicators and activities;
  • Assists with collecting data for inclusion in client reports;
  • Assists with compiling and creating technical content (e.g., reports, presentations, manuscripts);
  • Assists with publications, web pages, and presentations;
  • Develops or writes technical briefs, reports, or other necessary materials to facilitate, best practices, policies, and procedures;
  • Prepares technical reports and papers summarizing results.

Quality Assurance:

  • Develops broader knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives;
  • Helps coordinate and direct activities to meet client/funder and regulatory requirements.

Telehealth:

  • Provide technical support to EpiC HIV programs in Burkina Faso, Burundi, Cote d’Ivoire, DRC, Mali, Morocco, and Senegal on the use of the Online Reservation and Case Management App (ORA) and virtual demand creation approaches for health services among key populations;
  • Provide technical support to FDC (the Global Fund prime recipient in Mozambique) for the introduction and scale-up of virtual HIV interventions for key populations including use of virtual peer outreach, online outreach workers, online and social media marketing, and virtual case management for clients on ART;
  • Support business development efforts with funders interested to support telehealth services and programs.

LGBTQI+ Rights and Inclusion:

  • Provide technical support to HIV programs in various global settings to adapt and deploy approaches to protect and promote LGBTQI+ rights;
  • Support and track business development effortsto support LGBTQI+ rights and inclusion.

Mental Health and Psychosocial Support (MHPSS):

  • Provide technical support to the EpiC Morocco project on monkeypox, including for design and rollout of mental health services for populations affected by monkeypox; includes supporting mental health provider training and management;
  • Support integration of MHPSS services across HIV programs in various global settings;
  • Support and track business development efforts related to MHPSS.

Local Partner Capacity Development:

  • Provide technical support to EpiC HIV programs in various global settings to adapt and deploy approaches to develop the capacity of local partner organizations to receive direct funding;
  • Support business development efforts with funders interested to support local partner capacity development.

Applied Knowledge & Skills:

  • Moderate knowledge of concepts, practices, and procedures by providing technical support for research studies;
  • Development of scope of work and deliverables for partners, consultants, etc.;
  • Proficiency with database management software and on-line search tools required;
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas;
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff;
  • Must be able to read, write, and speak fluent English;
  • Ability to read, write, and speak French highly desired;

Education: **

  • Bachelor’s Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or Related Field;
  • Master’s degree in Public Health preferred (or related field noted above).

Experience: **

  • Typically requires 4+ years of relevant experience managing data collection and technical assistance experience;
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company;
  • Experience supporting technical assistance and/or capacity building for key population focused HIV prevention, care and treatment programs especially in developing country settings strongly preferred;
  • Experience supporting community service organizations to use technology to support delivery of health services (e.g., social media marketing, telehealth, virtual case management) preferred;
  • Experience supporting vulnerable communities such as key populations, and LGBTI on safety, security, human rights / inclusion and advocacy preferred;
  • Experience working directly with key populations including one or more of the following: sex workers, men who have sex with men, transgender persons and people who inject drugs preferred.
