Job description
Chemonics seeks a regional supply chain governance consultant for the USAID Global Health Supply Chain-Technical Assistance Francophone Task Order. The consultant will liaise with USAID, its regional projects (Health Policy Plus and Amplify Family Planning and Sexual and Reproductive Health), and other donor platforms in francophone Africa to enhance leadership, governance, and commodity security. At the regional level, the consultant will coordinate with partners and donors, such as the West Africa Health Organization (WAHO), Ouagadougou Partnership, Reproductive Health Supplies Coalition, United Nations Population Fund, and Family Planning 2020, as well as with other international donors and regional initiatives to identify collaboration opportunities and to improve commodity availability in USAID priority countries. In support of USAID’s Journey to Self-Reliance, the consultant will adapt commercial and private sector best practices to country contexts while facilitating systems strengthening efforts to improve selected areas of expertise across the supply chain. The consultant will align technical approaches with USAID’s private sector engagement and the Journey to Self-Reliance objectives, designing these approaches to support system strengthening interventions, enhance country procedures for supply chain management in health, build sustainability and ownership, and enhance the capacity of national leaders and managers in health. Responsibilities include:
- Support coordination of donors at national, regional, and global levels
- Work collaboratively with the regional and country partners to ensure that effective, efficient commodity security systems are in place for contraceptives and other key commodities
- Oversee or execute technical scopes of work, produce deliverables for technical assignments, and support headquarters’ team members in commodity security and the development of supply chain human resources capacity related to leadership and governance
- Guide and support the implementation of strategies and interventions to enhance governance, emphasizing the value of creating partnership mechanisms and implementation mechanisms, maintaining cooperative working relationships with stakeholders that steer resources in supply chain management, and working with those benefited by a well-managed supply chain
- Support the mapping consultant to identify key West African regional organizations, networks, and initiatives (e.g., WAHO and Ouagadougou Partnership)
- Collate information that the control tower planner has collected and analyzed to propose recommendations to WAHO, USAID, and United Nations Population Fund via a control planning group, thereby contributing to project management and strategy
- Work with partners to define regional stakeholders’ role, including identifying key actors that must be involved in analyzing stock data and making recommendations
- Coordinate with a larger group of regional actors to build awareness of the Global Family Planning Visibility and Analytics Network (GFPVAN); engage actors in it via email, calls, or in-person meetings; and facilitate GFPVAN’s adoption of WAHO as a member
- Guide regional stakeholders in evaluating whether countries are prepared to join GFPVAN, using the country selection database prepared and analyzed by the Reproductive Health Supplies Coalition and USAID
Qualifications:
- Master’s or bachelor’s degree in public health, health policy and governance, or supply chains for pharmaceuticals required in addition to substantial work experience in these areas
- Minimum of eight years of experience working in related policy areas, family planning, and reproductive health; experience working with governments and regional bodies preferred
- Ability to engage in domestic and international travel for about 40 percent of the level of effort
- Experience coordinating and working with global and regional stakeholder processes and coalitions to drive results
- Knowledge of web-based dashboards, data analysis, and reporting
- Strong program management skills, especially related to results reporting
- Demonstrated ability to quickly grasp and think critically about new material on the job
- Ability to work efficiently as part of a team or independently and to find solutions to challenges that arise
- Demonstrated ability to diplomatically engage diverse partners, including donors, technical partners, and country partners
- Ability to communicate clearly and concisely orally and in writing, including documenting complex processes
- Demonstrated leadership, versatility, and integrity
- Fluency in French and proficiency in English
