Cadre organisationnel

The position is located in the Middle East Division (MED), Middle East, Asia and the Pacific (MEAP), Department of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The incumbent will serve as Desk Officer in MED and will directly report to the Team Leader of the Middle East Team, under the general supervision of the Director of MED, DPPA-DPO.

Responsabilités

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

• Monitors operational developments in UNDOF and UNTSO reviewing available information in situation reports, cables, correspondence, media, etc. Identifies matters for follow-up and the need for action, ensures consultation and input from the actors involved, and helps coordinate timely responses to issues and questions raised in the field, as well as monitors and follows up on outstanding issues.

• Maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the countries and thematic mandates for which the staff member is responsible.

• Keeps abreast of the latest trends and developments in the area of assignment and provides inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat.

• Assists in the drafting of various documents related to UNDOF and UNTSO including briefing notes to the Security Council, talking points, background papers and briefing notes for meetings of senior officials with parties, contributors, Member States, etc.

• Monitors national and regional level political developments and provides advice to field mission/United Nations (UN) agencies active on the ground.

• Provides technical and substantive back up in the implementation of mandates of the office, branch or unit.

• Maintains contacts with other sectors of the United Nations, other international organizations and governments on coordination and policy matters.

• Monitors actions taken by intergovernmental groups, UN organizations, government and non-governmental organizations.

• Participates in fact finding and other missions to countries within assigned area of responsibility.

• Participates in provision of secretariat services to Security Council, General Assembly, subsidiary organizations, negotiating bodies, conferences, meetings, and /or special missions.

• Prepares meetings of the Secretary-General (SG)/ Deputy Secretary-General (DSG)/ Under-Secretary-General (USG) with officials from countries under the Organization’s purview.

• Performs other related duties as required.

Formation

An advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related area is required. A first-level university in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of progressively responsible experience in political science, international relations, law, public administration or related areas is required.
Experience in the drafting of reports, as well as backstopping of a field operation, preferably in a multilateral context is required
Experience working on Middle East issues is desirable.
Experience in a United Nations peacekeeping operation or other relevant field operation in a civilian capacity is desirable.

Connaissances linguistiques

English and French are the official working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Notice spéciale

This position is temporarily available until 23 August 2021. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. This position is financed by the Support Account for Peace Operations. Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. Applicants from troop- and police-contributing countries who are found most suitable and recommended for selection will be given due consideration for positions in a peacekeeping operation or Headquarters support account funded positions in the Department of Peace Operations and the Department of Field of Support, taking into account their contribution to United Nations peacekeeping, in accordance with General Assembly resolutions 66/265 and 67/287.
