ABOUT MCGOVERNDOLE PROJECT

WFP School Feeding Unit has received a confirmation from USDA – McGovern-Dole Food for Education Program to undertake a school feeding and technical assistance project for four years period to enable the Ethiopian Government to transit towards national ownership of school meals program.  The project will be covering around 185,693 primary school children in Afar and Oromia Regions.  The regions are mainly pastoralists who live in a marginalized environment and whose livelihood is exposed to the vagaries of climate and harsh environmental conditions and suffers from law participation into schooling and education.

ORGANIZATIONAL CONTEXT

This job is found in the WFP Ethiopia Country Sub Offices Programme Unit in the M&E Section Semera (Afar).  S/he report to the M&E team leader under the overall technical guidance of the Head of Semera Office. S/he will work closely with school feeding Monitoring Assistance staff and other program staff. The job holder is typically responsible for the overall monitoring and evaluation of the school feeding programme. Job holders operate with a high degree of independence to ensure that programme and WFP policy objectives are achieved in full. S/he usually involved in a wide variety of programme and analytical work, some of which may be of a considerable complexity

JOB PURPOSE

WFP Ethiopia Country Office is seeking the Programme Associate (M&E) to provide support for monitoring and evaluation activities of school feeding programme within the sub-office area of operation, ensuring that programme generates quality evidence on the outcomes and effects of WFP’s school feeding activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide technical support and assist in the development and implementation of the monitoring and evaluation system for the school feeding programme at the sub office areas of operation.
  • Using the MGD project monitoring plan   and result framework measure the required indicators and regularly review and update the M&E plan.
  • Determine sources of data and collection methods and develop criteria and evaluation scheme for the project impact, benefit and sustainability.
  • Execute M&E activities included in the annual work plan, with focus on results and monitor the follow up of evaluation recommendations.
  • Produce frequent monitoring and evaluation progress reports and data analysis and highlight trends/issues ensuring deliverables adhere to corporate monitoring standards and quality control.
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions taken and/or adjustments made to programme responses as required
  • Ensure and/or perform accurate, timely recording of data collected by WFP school feeding monitoring assistance and consistency of information presented to management.
  • Promote a results-based approach for monitoring and evaluation, emphasizing results and prepare analytical periodic reports on the progress of project management including identification of problems, causes of potential bottlenecks in project implementation, and provide specific recommendations
  • Support the capacity building of WFP staff, cooperating partners and national government and provide practical advice and guidance.
  • Participate in assessments, surveys, programme reviews and undertake field visits to support implementation of M&E and to identify where adaptations might be needed.
  • Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve FFE programme goals.
  • Ensure and/or perform accurate, timely recording of data collected by WFP school feeding monitoring assistance and consistency of information presented to management.

  • Has experience in school feeding programmes both Home Grown School Feeding and emergency context will be an added advantage

STANDARD MINIMUM QUALIFICATIONS

Education: A university degree in statistics, economics, international affairs, business administration, social sciences, and development.

Experience:  Six or more years of progressively responsible work experience Monitoring and Evaluation. Experience working on programme development, capacity building, and technical assistance to the government at the federal or/and regional level has added advantage.

Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
