Job description

The Ethiopian government has set itself the goal of achieving middle-income country status by 2025. The massive expansion of the education sector should provide the economy with employable graduates while give the rapidly growing young population a perspective. The goal of the “Sustainable Training and Education Programme” (STEP) programme is therefore to increase employability of Technical and Vocational Education and Training (TVET) graduates, jobseekers and self-employed, especially females, in different growth sectors. The project advises relevant ministries, its subordinate authorities and private sector at federal and regional level aiming at improving mechanisms to steer and implement a demand-driven TVET system, increasing capacities of TVET personnel, expanding employment-oriented training offers for different target groups and encouraging business sector to play are more active role. GIZ has been commissioned to “Enhancing the skills of youth and women in catchments of the Agro-Industrial Parks of Ethiopia” as part of the joint EU action for the “Promotion of Sustainable Ethiopian Agro-industrial Development” (PROSEAD).

Your tasks

  • Responsible for overseeing, managing and evolving all aspects related to the long-term cooperative training measures and related advisory services to be extended by the Programme;
  • Support the establishment of Agro-Industry Wide Training Centers as third place of learning for cooperative training and short-term training in close coordination with partners;
  • Identifying, engaging and supporting relevant companies in the agro-industrial sectors to jointly plan and coordinate cooperative training implementation as well as further decent employment promotion measures;
  • Ensure liaison for close collaboration and alignment, internally within STEP, and externally with other GIZ and PROSEAD parallel initiatives and actively seek for synergies;
  • Lead and support development of strategies and measures to promote the participation of the private sector in the Ethiopian TVET system in collaboration with key national partners;
  • Conduct thorough, objective, insightful and timely analysis of issues related to skills development in the TVET sector in Ethiopia, in general and in particular related to Agro-processing and Agro-industry, and provide quick on-demand analysis, recommendations on policy questions and issues related to it;
  • Undertake independent and collaborative assignments; i.e., leading projects and consultancies for developing training solutions for the skills enhancing of youth and women in the catchments of the Integrated Agro-Industrial Parks;
  • Advice and coordinate the development of training and implementation strategies, aiming at increasing quality, relevancy and sustainability both in the formal and informal sectors in the Agro-industrial sector in Ethiopia;
  • Support in reporting and assure that knowledge is captured and transferred within the programme.

Your profile

  • Masters’ degree in Business Management, Agricultural Economy, Management, Education and Teaching, Economics or any other relevant discipline;
  • Many years of professional experience in the field of advising and developing capacity building and training measure in the vocational sector;
  • Proven hands-on experience of developing and delivering cooperative/dual training programmes;
  • Extensive agro-industry knowledge and hands-on practical experience in the implementation of capacity building programmes in cooperation with the private sector;
  • Proven experience in development cooperation within an international organisation or as a consultant;
  • Ability to convey vocational training and methodologies concepts and business impact to senior officials as well as address more detailed training requirements of users and technical staff;
  • High level of negotiation skills and self-regulation competence to be able to act efficiently and in a goal-oriented manner;
  • Business fluent in German and English.
