Within this broad governance mandate, the UNDP Pacific Office is implementing interventions aimed at preventing and fighting corruption and promoting integrity, transparency and accountability guided by SDG 16 (promoting peaceful, just, and inclusive societies) and in line with the planned outcomes of the United Nations Pacific Strategy and the UNDP Sub-Regional Project Document.
The project ‘Strengthening anticorruption, transparency, accountability in Pacific Island Countries (PICs) aims to support Pacific Island countries (PICs) in their efforts to prevent and tackle corruption in line with their international commitments.
The National Project Coordinator will be expected to provide daily coordination of the UNDP project “Strengthening anticorruption, transparency, accountability in Pacific Island Countries (PICs)” funded by the UK Government to ensure timely delivery of the results under overall supervision of the Project Manager.

Duties and Responsibilities:

The successful candidate will directly report to the Project Manager and will closely cooperate and support the other project team members, consultants, and project stakeholders.
Scope of work:
  • Contributes to effective management and coordination of project activities for efficient, transparent, and timely accomplishment of project goals;
  • Supports overall administrative and operational coordination of project activities;
  • Contributes to knowledge sharing and knowledge building within UNDP and with project partners.
Contributes to effective management and coordination of project activities for efficient, transparent, and timely accomplishment of project goals:
  • Supports the development of project annual work plans and annual reports including information on activities and budget; liaises with the relevant consultants and stakeholders for inputs; provides drafts annual workplans and project reports while ensuring compliance, quality, and alignment with internal and external reporting requirements;
  • Coordinates the project activities on a day-to-day basis, including implementing planned activities, monitoring implementation progress, monitoring project risks, capturing lessons learned, etc;
  • Coordinates the work of other project staff, consultants, and project partners at working level to ensure that work is harmonized and aligned with project’s workplan, logical framework and progress requirements;
  • Engages in consultations and in coordination with national institutions and non-state actors at working level to support the implementation of the project;
  • Supports the organization and coordination of project steering bodies and organize the related meetings as needed;
  • Monitors project risks and proposes mitigation measures in coordination with the Project Manager;
  • Assists in developing the terms of reference for consultants or procurement of goods and professional services.
  • Follows-up with UNDP operations team on procurement and recruitment processes to ensure successful and timely completion of the processes in line with the project workplan;
  • Organizes workshops and consultation meetings with key stakeholders and local communities and prepares concept notes, agendas, and reports;
  •  Supports in initiating and drafting agreements for project implementation partners as needed and follows up on implementation and monitoring and timely reporting;
  • Collects and summarizes information, drafts concept notes and inputs for new initiatives and UNDP project documents;
  • Organizes project-related meetings for key partners.
Supports overall administrative and operational coordination of project activities:
  • Coordinates and oversees daily operational and financial management of the project, including through actions in ATLAS;
  • Coordinates and provides daily oversight on regular financial monitoring activities; drafts project budgets and budget revisions in a timely manner and monitors and reports on the use of project financial resources; coordinates and guides other project staff on related actions as needed;
  • Conducts monthly analysis and monitoring of budget expenditures and reviews and verifies expenditures and reports;
  • Overall smooth operational and administrative functioning of the projects for delivery of results; supports the identification of operational and financial bottlenecks and develops solutions to address them;
  • Initiatives and supports the process of hiring and administration of consultancy contracts within the assigned projects;
  • Supports the coordination of project staff and stakeholders’ travel, including development of logistical notes, maintenance of project calendar;
  • Ensures proper filing of all project documentation in electronic and/or hard copy format according to UNDP policies and guidelines;
  • Maintains and regularly updates project counterpart contacts database;
  • Provides support to procurement processes including review and compilation of necessary documentations during procurement process, in close coordination with the procurement team.
  • Provides communications support to the project for visibility purposes;
  • Provides administrative and logistics support to project events and meetings;
  • Ensures timely processing of staff/workshop participants travel claims in line with financial procedures;
  • Ensures close coordination with UNDP finance and operations team in performing the financial tasks;
  • Coordinates with and provides oversight to any other support staff and/or consultants hired to support implementation;
  • Ensures full compliance with UNDP rules, regulations, and policies of operational and financial activities.
Contributes to knowledge sharing and knowledge building within UNDP and with project partners:
  • Contributes to the knowledge management processes (knowledge acquisition, storage, distribution, and use) and ensures close coordination with the United Nations Regional Anti-Corruption Project;
  • Produces and disseminates information including advocacy materials on the project in conjunction with the UNDP Communications staff;
  • Coordinates and provides information and materials to partners;
  • with the national counterparts and other UNDP projects.

Required Skills and Experience:

Education:
  • Minimum requirement of a Bachelor’s Degree in Public Administration and Management, or related fields.

Experience:

  • Minimum of five (5) working years in general administration and project coordination/management issues;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in using web-based management systems;
  •  Relevant experience in field operations and project coordination activities, including conferences and workshops;
  • Previous experience of working in UNDP or other UN Agencies is an asset.

Language requirement:

  • Fluency in the English language.
Travel:
  • Travel maybe required within the Pacific countries that are covered by the project.
