PURPOSE OF THE ASSIGNMENT

Under the supervision of the Head of IT/ETC Coordinator, the candidate will be expected to carry out Information Management, Analytics and Reporting activities in support of emergency operations and IT Emergency Preparedness and Response (EPR) activities in the Pacific.

KEY ACCOUNTABILITIES (not all-inclusive)

The staff will be responsible for the following:

  • Collate, analyse and communicate needs assessments, key operational information on activities (as per defined indicators) as well as challenges and available resources in order to facilitate access to timely and accurate information used at country, regional and corporate level and support decision-making.
  • Coordinate reporting activities relating to the ETC Pacific operations and activities.
  • Identify operational data sets and data sources to produce reports and visual dashboards efficiently.
  • Write regular Situation Reports, factsheets, infographics and other information and advocacy products summarizing ETC activities in the region.
  • Provide inputs to OCHA and WFP Country Office products, including internal and external SitReps;
  • Manage content of the ETC preparedness and country pages, ensuring all information is up to date and accurate.
  • Design and develop needs assessment and user satisfaction surveys.
  • Contribute to enhancing processes to collect, store, analyse and visualize ETC data using digital tools and platforms.
  • Build and maintain compelling dashboards for ETC operations and global activities using data visualization tools and platforms.
  • Maintain internal information sharing mechanisms, documentation formats and templates, central file store, according to ETC guidance.
  • Coordinate global and regional ETC meetings with partners as well as internal WFP TEC Task Forces including scheduling meetings and writing and distributing meeting minutes. Monitor relevant shared ETC email account and direct requests for information as appropriate.
  • Design, develop and distribute ETC needs assessment and user feedback surveys including compilation, analysis, and presentation of results.
  • Assist in providing inputs to the annual reports in collaboration with country offices, monitoring & evaluation and resource management functions to ensure coherence and quality of performance information.
  • Establish and maintain contact lists.
  • Prepare and edit ETC content for news releases, feature articles, stories, briefing notes, and other materials for use in the media and distribution to the public and donors, including creative, human-interest content for both internal and external publication to raise awareness of ETC activities on the ground.
  • Act as an information focal point for ETC activities in the region (alongside the ETC Coordinator and in-country Communications Officer).
  • Support the procurement of ETC visibility items.
  • Liaise with donors, NGOs and other UN agencies as required to gather and disseminate information on ETC activities.
  • Assist the ETC coordinator to write and edit other reports or documentation required by the ETC such as Concept of Operations (ConOps), project documents, concept notes, presentations, and funding appeals.
  • Recognize and assess the sensitivity of information obtained; respect the confidential nature of sources of information where relevant.
  • Attend relevant meetings including inter-agency IM Working Group, when in place, and represent the ETC as requested in other relevant meetings.
  • Provide guidance and oversight in ETC documents as required to ensure consistent messaging.
  • Deploy to emergency operations to take on Operational Information Management and Communications activities as required.
  • Support WFP Country Office TEC unit with internal SitRep, dashboard, and mailing lists as required.
  • Perform other related duties as required.

QUALIFICATION AND EXPERIENCE REQUIRED

Education: 

Bachelor degree with emphasis in one or more of the following disciplines : Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other related field. Master degree is desirable.

Experience:

  • Minimum 2 years of relevant professional experience in Operational Information Management, Humanitarian Affairs, Monitoring and Evaluation, Technology, Communication, or Journalism is required.
  • Experience in using data collection and visualization platforms (i.e. Tableau) and / or graphic design tools, GIS would be an asset.

KNOWLEDGE AND SKILLS

  • Ability to plan and organise work programme and to work with minimum supervision under own initiative;
  • Tact and ability to work harmoniously with people of different national and cultural backgrounds;
  • Demonstrated problem-solving skills;
  • Ability to conceptualise issues, think in abstract terms and analyse numerical concise and analytical reports under time constraints.
  • Ability to organize, assess data, strong oral and written communication skills.
  • Ability to turn operational information, data and statistics into compelling, easy to read infographics, charts and other visualizations to support monitoring and tracking efforts.
  • Ability to identify, research, analyse and synthesise complex development issues.
  • Ability to recognize and assess the sensitivity of information obtained; respect the confidential nature of sources of information where relevant.

Languages:  Fluency in the English language.
