The Government of the Gambia has received financing from the African Development Bank towards the cost of the The Climate Smart Rural WASH Development Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Recruitment of a consulting firm for developing a national WASH map and establishment of a functional web-enabled M&E system

The services included under this consultancy are :

  1. To develop a water point and sanitation map for the Gambia, encompassing the coverage, access and equity in the rural and urban areas through consultation with stakeholders, relevant government ministries, NGO etc. to obtain required technical data, reports and as well record GPS coordinates of all points ;
  2. To develop a functional web-based monitoring and evaluation system that will facilitate WASH data sharing amongst the various stakeholders ;
  3. Develop the capacities of DWR and key regional staff on data collection, analysis and management skills by providing a comprehensive and detailed training plan accompanied with handbooks, video tutorials etc.

The consulting firm requires a team leader with a post-graduate degree in water resources engineering or related field with over 10 years of experience in a similar assignment. The other key staff must include a; Sanitation expert, GIS specialist and a Statistician. All these experts should have a post-graduate degree in their areas with at least 5 years of experience. The consultancy duration is 8 months.

The Ministry of Fisheries, Water resources and National assembly matters now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, certificate of incorporation.). Consultants may constitute joint ventures.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Framework dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
