Responsibilities assigned to the position include the following:

  1. Analysis and Environment Scanning
  • Analyze the political, social and economic environment regarding AYRH, HIV/AIDS and overall development regarding youth – education, training, employment, health & wellbeing, participation & governance – and identify opportunities for UNFPA assistance and intervention
  • Review policy papers, strategy documents and national development plans and assess implications of new policy developments and strategies on programme execution, and ensuring their integration.
  • Prepare briefs and inputs for policy dialogue, technical assistance coordination, and development programmes.
  1. Programme Design and Implementation
  • Establish collaborative relationships with government counterparts, UN agencies, civil society and development partners and contribute to the design of the country programme and its annual work plans, aligning with Government priorities and UNFPA programme policies and procedures;
  • Negotiate annual work plans with implementing partners according to UNFPA procedures and regulations and monitors implementation;
  • Ensure proactive and inclusive implementation of the portfolio of AYRH and Demographic Dividend annual work plan, including the PBF funded projects and youth empowerment and demographic dividend projects, according to UNFPA programme policies and procedures, in collaboration with the UN agencies, government counterparts, and implementing partners and beneficiaries;
  • Guide and facilitate implementation of programme activities related to adolescents and youth leadership and governance, including provision of youth-friendly sexual and reproductive health services, Comprehensive Health Education, youth empowerment amongst others
  1. Implementation, Monitoring and Evaluation, Reporting
  • Analyze progress of activities in the area of AYRH and Demographic Dividend in terms of results achieved, using existing monitoring and evaluation tools; identifies constraints and shortcomings and proposes modalities for correction;
  • Monitor project expenditures and disbursements to ensure completion in accordance with approved budgets and against target achievement levels and prepare quarterly and annual result based reports;
  • Ensure effective IP Management and programme efficiency through proper documentation of planning, timely preparation and submission of fund transfers, spot checks, site visits and engagement with implementing partners with clearly defined outputs;
  1. Knowledge Management and Innovation
  • Analyze programs, strategies and approaches, and ongoing experiences, and identifies best practices and lessons learned and reports on the use of new knowledge for innovation in the area of youth empowerment and demographic dividend;
  • Provide innovative ideas for working with adolescents and youth and maintain a youth-related presence on UNFPA social media platforms
  • Assist in implementing knowledge management tools to capture lessons learned and best practices, sharing these with programme officers, communication officers and management for future planning supporting innovation;
  1. Advocacy, Communication and Partnership
  • Support the advocacy and resource mobilization strategy of the CO, by ensuring preparation of relevant documentation on AYRH, i.e. concept notes, project documents speeches, donor profiles, and participating in related meetings and public events.
  • Prepare briefs for programme and policy dialogue, technical assistance coordination and facilitation and inputs for the UN Outcome Groups and related thematic groups;
  • Establish a mechanism for psychological and social support when needed to facilitate social and behavior change communication in relation with the AYRH programme.

Perform any other tasks in relation with the Job Description as requested by the Representative.

Qualifications and Experience:

Education

Required degree level: Master’s degree.

Area of education/degree in: Advanced degree or equivalent in peace studies, gender, public health with specialization on reproductive health, social sciences and other related field.

Skills and experience:

  • At least three year of professional experience in reproductive health, women or youth empowerment, peacebuilding, human rights or other related social work;
  • Proven track record of working with youth organizations and networks and experience in project/programme design and management particularly in the area of youth programming, reproductive health, GBV prevention and youth and/or women empowerment;
  • Working experience in policy analysis, and advocacy for youth and women empowerment and human rights in the context of sustainable development and knowledge of the Youth-Peace-Security agenda;
  • Strong communications and writing skills in Portuguese and preferably also in English and/or French;
  • Experience working with government, UN, NGOs or donor institutions; familiarity and knowledge of the functioning of the UN and its policies will be an added advantage;
  • Knowledge and experience in budget management and workplan development with good IT knowledge including the use of social media.

Languages:

Fluency in Portuguese, with working knowledge of English and/or French.
