POSITION SUMMARY:

HIAS seeks a qualified consultant to support the technical capacity building of HIAS staff in Guyana. The consultant will develop and implement a training on Guyanese migratory governance and legal framework, also focusing on access to rights (such as labor, health, and education). The consultant will be responsible for providing comprehensive training which aims to strengthen HIAS Guyana’s staff understanding of the legal requirements and processes involved in Guyanese migratory legislation. The consultant will review HIAS’ existing document on Protection Information in Guyana, aiming at empowering HIAS Guyana’s staff with adequate knowledge to support beneficiaries.

The consultancy will last for a period of 3 (three) months. Applicants are required to apply through the website, and to attach a CV and quotation in PDF format.

OBJECTIVES:

To build the capacity of HIAS Guyana staff on Guyanese migratory legal framework, ensuring that the staff strengthens its understanding of the country’s migration and asylum legislation.

The Consultant will work closely with HIAS Guyana Program Manager and the LAC Technical Advisor for Legal Protection. They will provide guidance feedback to the consultant to ensure the training and supporting training materials are useful to HIAS’s continued work.

DELIVERERABLES:

Development and facilitation of training covering, at minimum:

  • An overview of migration governance bodies and the administrative structure of the Government of Guyana.
  • An overview of the migratory legal framework in Guyana.
  • Procedures and requirements for visas, work permits, and residency permits.
  • Specific measures to regulate residency for Venezuelans, their procedures, and requirements.
  • Procedures and requirements for acquiring Guyanese citizenship.
  • Migrants and refugees’ rights and obligations under Guyanese law.
  • An overview of compulsory removal measures procedures.
  • An overview of access to rights, focusing particularly on:
  • Opening business (regulations, legalization, and taxes for business owners)
  • Renting
  • Labor
  • Health
  • Education (recognition of studies, degrees, and diplomas)

To review the content presented in HIAS’ existing document on Protection Information in Guyana.

  • Provision of training materials in English;
  • Revision of the content presented in HIAS’ existing document on Protection Information in Guyana. The technical document is expected with updated information, including normative references and suggestions of additional literature;

Delivery of a final report on the training, including measurement of knowledge, and on the content reviewed. The report should include an overview of the training program, an analysis of the learning outcomes, and a measurement of knowledge acquired by participants. The report should be written in English and should not exceed 20 pages. The knowledge measurement should be conducted using a standardized test or evaluation method, and the results should be presented in the report.

QUALIFICATIONS & REQUIREMENTS:

  • Graduate degree in Law.
  • Active registration with the Bar Association of Guyana.
  • A minimum of 3 years of experience of working with Guyanese migratory legal framework. Understanding of international refugee law, international humanitarian law and international human rights law is a plus.
  • Demonstrated ability and experience in conducting capacity building that actively combines theory and practice.
  • Excellent training and facilitation skills.
  • Fluency in Spanish or English required.
  • Strong organizational, interpersonal, and time-management skills; ability to prioritize and deliver on time.
  • Ability to work well independently.
