Background:

Given the rapidly degenerating security situation and dramatically rising risk most notably in Port o’ Prince, Haiti: Mercy Corps Haiti has asked for an interim Safety and Security Lead to oversee day to day security management tasks, lead on incident management as necessary, ensure quality safety and security orientation to staff, partners and visitors, adhere and be able to report on progress towards meeting Mercy Corps’ Global Minimum Standards of Safety and Security when requested by Global Security.

Purpose / Project Description:

Mercy Corps policy requires that each country office designates a focal point who is responsible to monitor the safety and security environment, analyze context, report incidents, provide briefings and support the security management of the country. This consultancy will include the duties and responsibilities of a country Security Focal Point.

While the Country Director holds primary responsibility for security management, the Security Focal Point is the vital contact for safety and security in a country program. The Security Focal Point is responsible to implement, or operationalize, the security plan and guide the Risk Management Team in order to ensure the implementation, accuracy and relevance of security planning.

Consultant Objectives:

The objectives of this consultancy are to create and foster a climate of security awareness that enables programs to be implemented, develop and mentor team members, communicate safety and security messages effectively.

Consultant Activities:

The Consultant will:

  • Maintain Mercy Corps’ Global Minimum Standards for Safety & Security including:
    • security management planning and documentation;
    • orientations and briefings;
    • journey management, including approval processes and staff tracking;
    • incident reporting;
    • office and workplace safety.
  • Conduct country and local Security Risk Assessments for different security risk contexts and use these periodic assessments to inform its security management planning and for inclusion in the Security Management Plan. Communicate relevant updates to the context, threats or procedures to team members updated, as necessary.
  • Drafts, updates, contributes and/or implements the Security Management Plan. Each plan includes at a minimum: risk assessment; contact information for the Risk Management Team; context analysis; standard operating procedures (SOPs); contingency planning; emergency medical planning and contacts, incident reporting instructions.
  • Leads mandatory Security Incident Country offices are required to report and maintain a log of security incidents. It is the responsibility of the security focal point to maintain this log and also ensure individual security incidents are well-documented in a way that enables the country risk management team to analyze their immediate risk environment and also the agency to learn and improve upon their risk management approach. Critical incidents must be reported to the global security team immediately.
  • Ensure that all staff have a working understanding of basic personal security awareness and best practices through**, orientations, visitor briefing and on-boarding**. It is the responsibility of the security focal point to ensure that team members are prepared for the security risks and environments they will encounter. This is done through a briefing on the environment and orientation to Mercy Corps procedures and planning. Updates, briefings and trainings are offered or provided periodically or as situations evolve.
  • Setup and lead the Risk Management Team in country in order to help guide and implement security management in the country. Chair Risk Management Team meetings and maintain a file of minutes or notes from the meetings.
  • Serves as a point of contact for the Senior Director of Global Security and the Regional Security Advisor
  • Provide day-to-day security management support,

Consultant Deliverables:

The Consultant will:

  • Country security management plan updated in consultation with the Risk Management Team and key country stakeholders. This may also require a dialog with staff to better understand the prevalent risks in the area as part of a country and area risk assessment;
  • Submit the updated plan to the digital library;
  • Update the Global Minimum Standards for Safety and Security Checklist (FrenchEnglish) and submit the completed checklist to the global security team;
  • Ensure that mitigation measures and SOPs are created, communicated, understood by staff and enforced for the assessed risks;
  • Composed regular (daily/weekly) security reports / updates for the Senior Management Team and country director;
  • Security advisories are communicated to staff as appropriate;
  • Incident reporting and incident management as needed;
  • Venue security & risk assessments completed and findings reported to country leadership and global security;
  • Provide appropriate trainings as appropriate and as time allows;
  • Write and submit a summary handover report outlining key observations regarding:
    • The overall status of the country’s security management system;
    • Port o’ Prince security risk observations summary;
    • Security management recommendations.

Required Experience & Skills:

  • 10 years of experience in safety, security and humanitarian action;
  • Experience in developing and managing complex operations and programs;
  • Possesses advanced knowledge about International Humanitarian Law (IHL) and humanitarian principles in relation to humanitarian access;
  • Experience leading multicultural and multi-disciplinary teams;
  • Understands goals and aims of program management in order to support program implementation through effective safety and security management;
  • Understanding of Mercy Corps’ safety and security policies, procedures and systems;
  • Flexibility, adaptability and knowledge of NGO operating profiles and programmatic needs;
  • Experience or educational background in international relations, political science and international affairs;
  • Proven record of improving contextual understanding of dynamic and challenging environments;
  • Strong background and experience with the safety and security apparatus of colleague INGOs;
  • Excellent oral and written French and English skills required.
