Avis de recrutement : Initiative d’accès à la santé de Clinton (CHAI) recrute un Assistant principal chargé des finances et de l’administration, Honduras.

 

 

Responsibilities

Compliance :

  • Ensure that CHAI Honduras is aligned with existing Governmental regulations as they apply to CHAI;
  • Ensure and promote strong internal control environment throughout the organization, to strengthen its core values and address any perceived weakness;
  • With the support of the Regional Finance and Administration Manager, develop and submit to the Honduras government any monthly, quarterly, or annually required-by-law report following consultation with the country team.

HR Operations :

  • Provide support to international staff based in Honduras in the residency renewal process;
  • Monitor and reinforce policies regarding leaves/travel/telecommuting; office closure due to holidays and security concerns.

Office Administration :

  • Manage CHAI’s Honduras offices (access, supplies, utilities, cleaning, maintenance, insurance, rent, security, etc.);
  • Manage the provision of basic office services including space management, logistic, equipment and communications to enhance staff safety and productivity;
  • Ensure hard copies of key documents are kept at the office, and digital copies shared with the regional operations team.

Procurement & Contracting :

  • Supervise the acquisition of all expendable and non-expendable assets, ensuring that contract process and/or procurement is made according to the organization’s rules and procedures with corresponding files on record;
  • Develop and maintain an asset inventory log, to track their utilization and disposal;
  • Develop and maintain a vendor’s log and update this log on a quarterly basis;
  • Maintain electronically and in hard copy, logically filed and comprehensive, contracting and procurement documentation that is compliant with both CHAI’s internal policies & procedures and with Honduras’s legislation as it applies to CHAI. This serves to provide a clear audit trail for all finance vouchers and transaction.

Finance and Accounting :

  • Ensure that all financial transactions are entered into QuickBooks accurately, using CHAI standard accounting framework, and on timely basis;
  • Maintain accuracy and integrity of the finance database, including the completion of approved CHAI monthly financial reports;
  • Prepare and submit monthly cash forecasts and cash requests to the treasury department of CHAI to support the program needs;
  • Manage cash withdrawals and deposit to the Honduras bank account, and liaise with bank representatives in case of transactional issues;
  • Proactively manage CHAI’s cash flows in Honduras to maintain sufficient funds in the bank;
  • Responsible for adequate treasury management and bank reconciliation; operation invoices payment processing; follow up, support and monitoring of programmatic payment requests; follow up, support and monitoring of cash management (cash advance requests/expense reports); etc., and always adhering to the LAC Finance and Compliance Manual.

Budget control/management :

  • Assist budget holders with the investigation and resolutions of variances in the monthly preliminary financials and identify the corrective action to be taken;
  • Assist the Program Manager in the preparation of cash flow projections;
  • Closely monitor cash flow activities to ensure that spending is made in accordance with Donors’ regulation and spearhead the monthly review of financial implementation by the office;
  • Lead monthly program budget monitoring.

Logistics :

  • Establish and maintain a network of accommodation for CHAI employees throughout the country where CHAI has program activities;
  • Responsible for ensuring a smooth logistical management and coordination of ground and air travel in Honduras. This includes ensuring availability and implementation of adequate procedures for managing ground transportation providers to support CHAI staff in performing their duties.

Safety & Security :

  • Servve as Backup Safety Point Person (SPP) and assist the primary SPP in mitigating risks and responding to incidents, through:
    • Sharing S&S Updates: Actively monitors threats and vulnerabilities directly and through security networks/contacts, informing staff and S&S Dept. when credible risks are identified. Informs S&S Dept. of operations changes with S&S implications;
    • Keep Track of Staff Member Travels: Ensures system in place to track all CHAI-related travels (including Global Team and HQ travel and in-country movements);
    • Support the Global S&S Manager in maintaining Country S&S Materials: Ensures these documents reflect current risks and operations;
    • Conduct Safety Briefings: Shares Visitor Overviews with all incoming visitors PRIOR to arrival and provides relevant information upon arrival. Ensures all staff receive SSG;
    • Respond to Incidents: SPPs assists staff in the aftermath of incidents and ensure that proper notifications are made. All incidents are documented using an Incident Report Form.

Other Responsibilities :

  • Perform any other administrative duty related to the work area assigned by the supervisor.

Qualifications :

  • Bachelor’s degree in business administration, accounting, finance or other relevant field;
  • Minimum of 3 years of professional experience in accounting or finance support. Strong familiarity with financial systems, budgeting & management and exposure to general ledger;
  • Command of computer programs (Microsoft Office: Word, Excel, Outlook);
  • Very strong quantitative skills, including significant experience working in excel on budgeting, financial analysis and modeling;
  • Familiar with Honduras legislation (labor, tax, accounting, etc.);
  • Excellent organizational and problem-solving skills; detail oriented;
  • Strong communication skills, including the ability to prepare compelling presentations;
  • Ability to multi-task and to be effective in high-pressure situations;
  • Fluency in English and French.

Advantages :

  • Experience working in NGO and with government/public sector in resource-limited settings;
  • Knowledge of public health, including experience managing health programs in resource-limited countries;
  • Familiarity with QuickBooks.
