Objectives of the programme

To collaborate with and assist the Government of India in prevention, control and/or elimination of Neglected Tropical Diseases (NTD) by providing strategic leadership, engaging in partnerships and shaping the research agenda towards strengthening the capacity of the national programme to eliminate the disease and/or reduce disease burden.WCO India supports the Government of India in the elimination of these diseases through its network of NTD teams which are placed in high burden states such as Bihar, Uttar Pradesh, Jharkhand, West Bengal, Maharasthra, Chattisgarh, Odisha and Madhya Pradesh. The NTD team includes state coordinators and zonal coordinators responsible for several endemic districts in the eight states.Underlying Values and Core Functions of WHOWHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage (ii) health related sustainable development goals (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities (iv) implementing the provisions of the International Health Regulations (2005) (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health. The South – East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.8 billion people, with India’s population of 1.3 billion. All the Member States of WHO/SEAR (Bangladesh, India, Bhutan, Myanmar, Sri Lanka, Nepal, Indonesia, Maldives, Timor Leste, Democratic People’s Republic of Korea, Thailand), share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. The mission of WHO India is to improve quality of life of the 1.3 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

 

Description of duties

Under the overall guidance of the WHO Representative to India and direct supervision of Team Leader (Communicable Diseases), the incumbent will have the following responsibilities:

  1. Provide technical and programmatic advice and facilitate in implementation of WHO’s Country Cooperation Strategy (CCS) 2019-2023 and Thirteenth General Programme of Work (GPW) 2018-2023.
  2. Provide technical strategic advice and programmatic support for the national action plan towards prevention, control and/or elimination of neglected tropical diseases under WHO NTD roadmap 2021-2030 in collaboration with stakeholders.
  3. Collaborate with national and state authorities, WHO Regional office and headquarters, non-governmental organizations, international organizations, national centers of excellence and other stakeholders to strengthen the implementation of the neglected tropical disease programme.and capacity building at national and sub national level.
  4. Work closely with the national authorities for strengthening surveillance for NTD, disease prevalence mapping, preparing the country for validation/verification of NTD elimination.
  5. Provide oversight within WCO and liaise with the national counterparts for annual surveillance reports, and supply-chain management and forecasting of NTD health products (drugs and diagnostics).
  6. Provide technical and managerial backstopping and timely guidance to National Professional Officers, field NTD coordinators including monitoring, supervision and evaluation of field level NTD coordinators.
  7. Engage with multilateral and bilateral developmental partners in supporting India’s role in global health through capacity development, strengthening of surveillance system, information sharing and transferring of know-how in consultation with the Ministry of Health and Family welfare, Government of India.
  8. Provide technical cooperation in establishing network of academic and public health specialists for planning, implementation, surveillance, operational research and evaluation activities addressing priority NTDs.
  9. Develop the work plan of NTDs, periodically monitor the Programme Budget implementation including managing human and financial resources to ensure optimal performance of the team members and accountability for the timely and efficient use of financial resources as stated in the Country Cooperative Strategy.
  10. Mobilize resources and work in collaboration with the other health programmes in the WHO Country Office including NPSP, Regional Office and HQ, other UN agencies, developmental partners, relevant international, regional and national counterparts in eliminating neglected tropical diseases in India.
  11. Engaging with other units to ensure mainstreaming and coordination especially with groups like IHR when relevant.
  12. Perform any other work assigned by supervisors.

 

Required qualifications

Education

Essential: Master’s degree in medicine, or public health or other relevant degree. Only degrees from accredited institutions in the World Higher Education Database (WHED) will be considered.
Desirable: Advanced degree in epidemiology or public health or vector control methods.

Experience

Essential: At least seven years of relevant experience in the management and implementation of Public Health Programmes with focus on controlling or eliminating communicable diseases/ neglected tropical diseases, some of which should have been obtained in an international context; or other relevant experience
Desirable: Experience of work in UN and/or other international organization; experience of work with government health officials and other health sectors.

Skills

The incumbent should identify with the core values of the World Health Organization and should preferably have a good knowledge of WHO policies, programmes and guidelines in the related areas. Thorough knowledge of the situation in India with regard to NTDs with good understanding of country’s needs and priorities, of issues and policies in this area.Good knowledge of the administrative functioning of government institutions and related departments/agencies, and of the other partners in India. Sound technical and policy advisory skills, based on evidence. Public health leadership skills with demonstrated ability to work effectively with government and colleagues in a team setting at national and international levels, to share information and data and make oral and written presentations on technical issues. A good ability to build and maintain relations and network with national authorities and other Modern management skills (planning and evaluation, etc). Capacity to prepare terms of reference and to prepare and monitor and manage the implementation of contractual agreements. Capacity to convey information and options in a structured and credible way; ability to speak and write clearly. Proficiency in computer applications and ability to draft reports. Knowledge of WHO/UN agencies programmes and practices will be an advantage

Remuneration

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2016 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
