The HarvestPlus program of the CGIAR is calling upon Indonesian based businesses specializing in digital farm support and management applications. We are seeking a tech company or experienced software developer to design and develop a simple but effective tool to monitor and trace the zinc rice supply chain from seed to consumption. The tool should:

  • Be simple in design with an easy and user-friendly interface
  • Focus on traceability from seed purchase to farmer, to register farmer purchases and the area to be planted
  • Consider a long term vision to invest and expand the platform to commodity trading platform where farmers can link rice production directly market, involving the ability to link to financial and payment tools
  • Have potential to be owned and further developed by HarvestPlus as a commercial tool, whether the tool is already in existence, in development, or in a pilot/scale phase
  • Consider the protection of data and observance of Indonesia data laws
  • Be able to interact with or plug into other applications, such as financial monitoring and evaluation tools
  • Consider costs of modifications and maintenance so that financial sustainability for the project can be evaluated
  • Consider the methodology, costs, and viability of including QR codes on seed packaging or point of purchase to instantly link farmers to the system and other support services from the biofortification program
  • Operate on live-data, but have options for offline interaction for periods of poor internet/data connection
  • Consider ongoing operational costs, data input requirements, maintenance, and updates
  • Consider a financial sustainability plan, including revenue generation from users, advertisements, etc.

EVALUATION CRITERIA

Proposals will be reviewed by a selection team within the CGIAR. The following indicates a list of the significant criteria against which proposals will be assessed. This list is not exhaustive or 100% inclusive and is provided to enhance the applicants’ ability to respond with substance. Applicants are required to submit the following information, conforming to the guidelines given in this section:

  • Understanding of the scope of work
  • Understanding of the target audience, considering all cultural and literacy requirements and sensitivities
  • Demonstration of an understanding of the project objective, reflecting on how the methodology and study meets that objective
  • Evidence of past experience developing and delivering a project of this type
  • Inclusion of methodological approaches required to implement each of the parts of the scope of work
  • Understanding of the importance of sample size when making recommendations from the research
  • Comprehensive work plan and GANNT chart to meet time frame
  • Detailed budget, considering cost-effectiveness and return on investment of proposed approach (including the number of person hours, cost, and experience of people involved); should separate staff, activities, expenses, and overhead
  • Identification of challenges and creative approaches to addressing them
  • Management and personnel plan, which lists team members with relevant qualifications to successfully implementing the project
  • Clearly identified roles and responsibilities of team members, with a main contact person for HarvestPlus identified.
