Background of the Project and Assignment
The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) Phase 2 is a five-year program (2019 – 2023) funded by the Australian Government’s aid program (DFAT) and implemented in cooperation with the Government of Indonesia. The program builds upon the achievements and results of the former AIP-Rural program (2013-2018), using the Market Systems Development (MSD) approach to support inclusive economic growth in Indonesia’s agriculture, horticulture, livestock and aquaculture sectors.

PRISMA has a strong results measurement system that produces rich datasets from numerous baselines, sector analysis, and impact assessment surveys. However, PRISMA communication materials do not always appeal to the attention of key audiences. Hence, we are looking for a communication consultant who can work with PRISMA management and communication teams to produce appropriate communication materials.  

 

Objective and Scope of Services of the Consultancy
The consultant will be required to:

  • Analyse current communication processes and materials and propose a more efficient process to develop appropriate materials.
  • Propose a new and effective communication process and culture involving the management team.
  • Develop content for PRISMA communication materials, e.g. stories, thought pieces, mini case-studies, take study results from related sector team(s) and produce short (non-technical) communication materials
  • Review and revise the content of the communication materials, where necessary, developed by PRISMA team,  PRISMA’s current communication materials and where possible and needed, revise the language to non-technical and interesting for the reader, or ‘crunchy’.
  • Consult and provide insights with PRISMA senior management team on important topics for communications materials, communication channels to reach specific targeted audiences (e.g. DFAT Canberra, Palladium HQ, provide coaching to PRISMA communication team on strategy, content and design based on the current gaps, and work with PRISMA internal or external graphics designer to finalise the materials
  • Identify and provide guidance to PRISMA on speaking opportunities in webinars, conferences, etc. to further promote the program

 

Expected Outputs and Deliverables
The consultant will be required to present the following outputs/ deliverables:

  1. A proposal of communication processes in power point, covering the first two Objective and Scope of Services of the Consultancy above.
  2. Deliver content for communication materials.
  3. Reviewed materials developed by PRISMA team (need base)
  4. Available for need base remote consultation support

 

Input and Location
The total input for this assignment is up to 60 days from 01 July 2020 to 30 June 2021. The consultant is not expected to conduct any visits to program location. However, based on mutual agreement the consultant might need to visit project locations.

Key Selection Criteria
The assignment requires a stakeholder engagement consultant with the following skills and experience:

  1. Strong understanding of communications in a large market system development programs, and practical experience in its direct application;
  2. Practical experience of developing and implementing effective communication culture strategies within a market systems development program
  3. Previous experience in developing and implementing communications materials especially for market system development programs;
  4. Good understanding about international development industry and bilateral donors.
  5. Demonstrated experience on donor funded programs (i.e. DFAT) and agricultural development program is preferred.  
  6. Recent experience in developing and implementing communications strategies for other Market System Development programs is preferred;
  7. Significant experience on communications relevant issue
  8. Strong English writing and communication skills.
