Duties and Responsibilities

The direct supervisor of these activities is the FMTA Team Leader. Under the supervision of the FMTA Team Leader and Health Governance Programme Manager and working closely with relevant stakeholders, the Project Officer (Finance) shall be responsible for effective and transparent utilization of financial resources and integrity of financial services for the HIV programme. The Finance Officer shall analyze and interpret the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues.

The Project Officer (Finance) supervise project support team and works in close collaboration with other UNDP TA team based in the PR ATM MOH, project and programme team of the PR ATM MOH, operations, technical advisors, and/or experts of UNDP Country Office, Government officials, and other relevant stakeholders – in order to successfully implement the UNDP FMTA project/programme. and logistic team, and report to the National Aids Program Manager through PMU Coordinator. S/He will support the FMTA Team in close coordination with the UNDP, CO, Principal Recipients of HIV MOH, and other partners with responsible for the following tasks:

Establish an accounting and financial reporting process for the PR, to ensure, complete, accurate and timely reporting to the Global Fund in compliance with the terms and conditions of the Grant Agreement, focusing on the achievement of the following results:

  • Full compliance with PR rules, regulations, and policies of financial activities, financial recording/reporting system; implementation of effective internal controls, proper functioning of a client-oriented financial resources managementsystem
  • Continuously reviewing the financial situation and provie support during preparation of monthly financial closure, includingto conduct review of consolidated financial report (PR & all SRs), and check bank reconciliation on monthly basis;
  • Assist for quarterly review on Pulse Check & Cash Balance report prepared by the PR finance team, including its expenditures report and variance analysis – for further submission to GF;
  • Support to reviewProgress Update (PU) and ProgressUpdate & Disbursement Request (PUDR) report developed by the PR Finance team, in particular on the financial part, and providequality assurance on the cash reconciliation to ensure it’s accuracy;
  • Routinely monitor financial exception reports for unusual activities, transactions and investigates anomalies or unusual transactions. Inform supervisor of the results of the investigation when satisfactory answers are not obtained;
  • Ensures coordination with the external auditor to finalize the audit reports (including, reconciliations with the Local Fund Agentreports) to ensure the final audit report complies with the approved Terms of Reference and the Global Fund’s audit guidelines and follows up in a timely manner to ensure that audit recommendations (finance) are properly addressed.;
  • Support to update Finance guidelines as part of the (revised) Project Implementation Manual (PIM), including its linkage with the FMIS to be applied by all ATM components;
  • Work in close collaboration with the TA on Logistics to update the Logistics and/or Asset Management guideline that is linked to the FMIS, and as part of the (revised) PIM

Hands on leadership and technical support to the ministry in during the upgrade the Ministry of Health’s accounting software to comply with the financial reporting terms and conditions of the Grant Agreement, focusing on achievement of the following results:

  • Familiar with MS Dynamics 365 BC to ensure provision of effective and strategic oversight of planning, budgeting implementation and monitoring of the programme, tracking use of financial resources in accordance with MoH rules and regulations;
  • Support the PR finance team to develop the PU/DR based on the result of monthly financial closure (consolidated PR & all SRs), and verification with available supporting documents (such as bank statement, bank reconciliation and petty cash report), to ensure its compliance with the Global Fund requirements;
  • Timely revision and finalization of Enhanced FinancialReport and other adhoc financialreports as required by the Global Fund and/or the MOH;
  • Provide review on the fund balances, taking into consideration the data provided by the SRs fund balances to ensure better forecasting of activities as appropriate;
  • Timely preparation of programme budget reviews and the provision of justifications for budget reallocation/reprogramme requests (if any) for submission to the Global Fund;
  • Ensuring that advance payments and direct payments for MOH and SR’s vendors are properly reviewed and made on a timelybasis, as well as ensuringthat payment information is properly recorded into the system on a timely basis;
  • Close collaboration with the PR finance team and encourage them to improve the accounting software to be piloted from what has been well-running in TB component

Design and/or maintain effective team work with the PMU Finance unit of the PR HIV MOH, to ensure improved performance of the PMU finance team towards timeline and accurate of the Financial Report generated from the new accounting software, to be submitted by the PMU Finance Manager to The Global Fund, focusing on achievement of the following results:

  • Analysis to ensure timely, complete & accurate financial report submitted by the SRs – to be reviewed by all PMU Internal Controller staff on monthly basis;
  • Support PMU Finance team to ensure proper monthly closing of all financial report at alllevels (PR, SR and/or SSR) with complete required supporting documents as stated in the Finance Manual and/or PIM
  • Support to conduct monthly review of consolidated monthly financial report from all PMU Internal Controller staff (that has compiled from all SRs and/or SSRs) to provide monthly analysis absorption level to the PMU Coordinator;
  • Ensure monthly meetingbetween PMU financeteam and the programmatic team of the PR HIV MOH is conducted, for further decision making by the high level management;
  • Support the PMU Finance team to update the risk mapping (using GRAM tools), to ensure updated data on high-risk SR every semester;
  • Support to conduct monthly spot check of all PR & SRs’ financial report based on the  updated risk mapping – to ensure complete validation process from PR towards SRs’ financial report.

Ensures facilitation of knowledge building and knowledge sharing among country programme and contribute to the implementation of gender equality accountability framework and Gender equality Results Based management at project level, focusing on achievement of the following results:

  • Regular capacity development and trainings to relevant staff of the country partners on accountingsoftware;
  • Support the PR Finance team and/or M&E/Planner team during funding proposal for the new GF grant funds period;
  • Close collaboration with the PR Logistics unit and MOH Asset unit/BMN, to draft any update of Logistics/Asset list – to ensure that the assets database in FMIS is updated every semester;
  • Support the PR Logistics unit to ensurethat any findingson asset management (from any audit) are followed up timely, including to prepare and follow up the necessary documents at all levels (PR & SRs);
  • Synthesis of lessons learned and best practices in Finance regulation and/or provide (on-the- job) training to all PR Finance team, including as trainer during any required training on implememtation of accounting application (MS Dynamics 365 BC);

Required Skills and Experience
Education:
  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master’s) University Degree in Finance and/or Accounting is required. Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
  • Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).
  • Candidates with MBA or Master’s in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
Experience:
  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience in providing financial management services, and/or managing staff and operational systems, professional experience in providing financial and/or related logistics/asset management for FMIS/ finance application in the MOH, and/or capacity building, preferably in the field of development.
  • Good inter-personal and team building skills.
  • Experience in handling of web-based management systems
  • CA and/or CPA from recognize  isntistuation is more desirable    ( e.g. for Indonesia from Institute of Indonesia Chartered Accountants (IAI)
  • Experience working on financial reporting and solid understanding on various donor’s reporting requirements.
  • Experience using Government and UN/UNDP procedures would be desirable.
  • Experience as train of trainers  for WEB based accounting software/ ERP implementation.
  • Advance knowledge of spreadsheet and database packages, experience in leading new WEB based accounting software/ ERP implementation as a super user and trainer of trainers would be highly desirable.
  • Robust technical rigour in accounting standards and application of IFRS and IPSASs related to Logistics/Asset Management;
  • Thorough practical hands on experience in The Global Fund reporting particularly in relation to the preparation of the PUDR (Progress Update and Disbursement Request), Cash forecast and budget realignment related to procurement and/or logistics/asset reports and processes.

Required Languages:

  • Fluency in English is required.
  • Fluency in Bahasa Indonesia is required.
