Position Background  

Under the overall guidance and supervision of the Head of Civil Society (Iraq program), the Rule of Law Officer’s main duties are the following:

1. Stakeholder Engagement, Program Implementation and Reporting

  • Identify key stakeholders and develop trust and working relationships with the community leaders, civil society, and representatives of families of the missing in Iraq
  • In cooperation with the Program Officer (Legal and Policy), plan and deliver a training with CSOs on the rights of the families of the missing and national and international legal framework on missing persons, including data privacy-related discussions
  • In cooperation with the Program Officer (Legal and Policy), develop and publish sub-thematic guides for families of the missing, based on ICMP’s Short Guide for Families of the Missing
  • Provide guidance and support to families of missing persons on the importance of Reporting a Missing Person to obtain legal protection and reparations under Law 20
  • Undertake a compilation of Legal Documents and Directory of Institutions
  • Provide support and assistance to families of missing persons, including guidance on missing persons process and international mechanisms
  • Participate in the design and implementation of ICMP CSI activities such as outreach campaigns, awareness raising events, capacity building opportunities and commemorative events with government and civil society stakeholders
  • Represent ICMP during coordination meetings and official events with CSOs, and international organizations

2. Administration

  • Provide general internal administrative and coordination assistance to the program
  • Draft minutes of meetings and activity reports
  • Conduct stakeholder mapping and update the stakeholder list on a regular basis
  • Maintain and archive formal documents.

REQUIREMENTS: 

  • Specialization(s)/Professional Designation: BA/BS in Political Science, Law, Communications, Public Relations, Journalism or related field or equivalent experience
  • At least five years of progressively responsible experience in rule-of-law, non-governmental organization or public institution; rights, development or related areas at an international organization or international
  • Experience working directly with CSOs and affected communities
  • Experience translating into/from English/Arabic and Arabic/English
  • Demonstrable experience organizing events and meetings and handling logistics
  • Ability to communicate effectively with stakeholders, while demonstrating sound political judgment and sensitivity
  • Ability to build effective relationships with authorities, families of missing persons and CSOs
  • Knowledge of Iraq laws relevant to the state’s obligation vis-à-vis missing persons (for both Federal Iraq and Kurdistan region), including extensive knowledge on how to report a missing person and claim compensation
  • Excellent planning and prioritization skills
  • Excellent conceptual, analytical, documentation and presentation skills, including report writing
  • Willingness to travel for missions throughout Iraq (Baghdad and Erbil), with regular travels into disputed areas, IDP camps, as needed.
