General purpose of the position

The Country Programme Coordinator will be responsible to support the mission in the development, implementation, and monitoring of the country program, in line with INTERSOS Country Strategy, plans, and policies, and in strong coordination with the Head of mission. The program coordinator will be in charge of the supervision of national field managers and/or activity coordinators including supervision of work plans and budget expenditures.

The Program Coordinator will support the missions in the startup of new humanitarian interventions, identification, and design of new proposals in coordination with INTERSOS technical referents while ensuring regular engagement with local stakeholders and main donors at the mission level.

The Country Programme Coordinator is responsible for (general duties).

Key Responsibilities

• Play a key role in the development and definition of the Country’s Strategy of the mission under the supervision and coordination of the HoM;

• Directly supervise the implementation of the INTERSOS Program in Jordan;

• Under the supervision of the HoM, lead the development of new concept notes and project proposals (design of the project rationale, log frame, narrative, and budget in cooperation with the finance department) in collaboration with technical referents;

• Supervise, coordinate and provide quality support to INTERSOS Field Managers and/or activity coordinators in the country;

• Ensuring supervision and control of project work plans, indicators, and budgets;

• Ensuring a quality implementation of INTERSOS country program in coordination with INTERSOS Technical Referents;

• Coordinate and supervise the timely and quality submission of reports to donors with the support of the Deputy Regional Director;

• Coordinate and maintain relations and supervision of activities with the projects’ partners;

• Represent INTERSOS in relevant meetings;

Project implementation, reporting, and quality control

Supervise, support in the preparation, and keep up-to-date work plans and related financial plans of projects with the contribution of Field Managers and relevant team members, ensuring timely and quality implementation.

Final Responsible for preparation work plans and related financial plans of projects

Guarantee the application of INTERSOS procedures and donor’s rules for reporting and implementation, in collaboration with the HoM.

Manage AICS-funded project and esure timely submission or reports to donor.

With the support of the Country Finance Coordinator, supervise the management of budgets in line with donor and INTERSOS guidelines, supporting budget and program revisions when needed.

Provide support and supervision to the Field Managers through regular field visits, meeting with the staff and the line managers, preparing and supervising the planning of the activities and programs.

In coordination with HoM, ensure all reports are properly drafted and submitted on time to donors.

Strategy Development and Fundraising

Support the Head of Mission in the development, implementation, and evaluation of the mission strategy and program, providing updated information, inputs, and recommendation for new and ongoing interventions in the country.

In cooperation with the HoM, national staff, and HQ departments, contribute to the design of a Country Strategy, in line with INTERSOS Global Strategy.

Human Resources

• In consultation with the Head of Mission, plan HR needs, capacity building needs for senior program staff and enough human resources for the program to meet its objectives;

Supervise the Field Managers and ensure a regular evaluation through the Internal Review Process (IRP) tools.

In line with the INTERSOS Policies and in collaboration with the HR department, support the recruitment, supervision and evaluation of the program team.

Together with the HoM, ensure that the program team respect INTERSOS rules and regulations and adhere to INTERSOS Fundamental Charter Values and Code of Ethics.

Education
  • University degree in social sciences, political science, economics or related field.
Professional experience

• Minimum 4 years of experience in a senior leadership role within technical expertise in a humanitarian/recovery context

Professional requirements
  • Extensive knowledge of the Project Management Cycle;
  • Demonstrate experience with different donors’ procedures, compliance and reporting; experience with managing AICS-funded projects is a distinct advantage;
  • Leadership, people management and development, teamwork and cooperation;
  • Strategic vision, results and quality orientation;
  • Computer literacy (Word, Excel and internet);
  • Understanding of humanitarian operations principles, standards and best practices;
  • Experience in working & living in remote locations;
  • Completed relevant trainings in Project Management, Monitoring and Evaluation, Proposal Writing, Humanitarian Coordination, Safety and Security Management, etc.
Languages

English – fluent in spoken and written.

Italian and Arabic are an assets

Transportation Round-trip flights for the humanitarian worker + dependents. For any mission lasting at least 12 months, at 9 months one free plane ticket to the country of residency and back to the mission for the humanitarian worker + dependents

Notes 1 In “Family duty station”, unaccompanied humanitarian workers may decide to exchange family benefits for an interim flight every 3 months to the country of residency.
Notes 2 INTERSOS applies a “Learning & Development Policy” which includes the possibility to receive capacitation and participate in internal and external training. Priority will be given to Staff working for INTERSOS for more than two years. Staff with a seniority >2 with a demonstrated good performance and high commitment will be invited to be part of the INTERSOS Pool and to create their “Personal Development Plan”. They will be then accompanied individually by the Personnel Development Coordinator to shape their capacity-building plan.
Notes 3 The categorization of Family, Non-Family, and Accompanied Duty stations is subject to security criteria, access to health and education services.
